Residents' meetings in the West urban area
Meeting on 20 September 2019
On 20 September 2019, the residents' meeting for the districts of Rottluff, Schönau, Stelzendorf, Rabenstein, Siegmar, Reichenbrand, Mittelbach and Grüna took place at Haus des Gastes Reichenbrand, Zwickauer Straße 485, 09117 Chemnitz.

Various discussions took place. The topics discussed included the installation of benches on the Kappelbach cycle path, the planned long-distance railway connection, securing business locations and the design of "cult places" in the west of Chemnitz.

What is the current status of the Neefestraße bridge project?
What costs and construction times are planned, are delays/cost increases to be expected?
Due to synergy effects, it is planned to combine the construction measures
- Extending the one-way lane from Neefepark to Neefestrasse towards the city centre
- Bridge repair with road construction in the gap closure to the threading lane
- carriageway renewal of the city-bound B 173 (Neefestraße) between the Chemnitz Süd junction and the Neefestraße/Südring junction
is planned.
The construction decision and funding application are currently being prepared for this overall measure (around € 5.1 million). If both are available, implementation is planned for May 2020 - December 2020.
What is the current status of the Mittelbach cycle path project? Have funding been applied for? When are these expected to be approved or what conditions are still required?
The planning is ready for implementation. An application for funding for the "Wüstenbrand-Lugau cycle path, 2nd section" project was submitted to the State Office for Road Construction and Transport on 28/09/2018 and has not yet been approved. The City of Chemnitz is not yet in a position to say when and whether the application will be approved.

Questions and answers:
In various parts of the city, streets and driveways are repeatedly parked up. What can be done about this?
The sometimes difficult situation can be confirmed. The traffic authority and the police will carry out more frequent checks.
The Rosenweg access road (Tierpark) should remain open.
A traffic plan is to be drawn up for this. Public participation is also planned.
What will happen to the former diamond factory?
A purchase by the City of Chemnitz is currently failing due to the owner's ideas. The City of Chemnitz would like to continue to acquire this area and use it as an expansion area for the zoo.
Will the filters in the organic waste bins be changed?
Yes, the filters are changed every 2 years.
Electronic waste bins are constantly being broken into, resulting in increased contamination in the neighbourhood. What can be done about this?
The city's public order service reports this to the ASR during inspections. The ASR then quickly clears the area. Bund metal theft should always be reported to the police.
What is the burglary rate in Rabenstein?
There were 34 burglaries in 2018. In 2019 there were a projected 27 burglaries.

Questions and answers:
Is there free capacity at the Schönau secondary school?
There are currently around 400 pupils in 16 classes. There is also free capacity, the possible 3-pupil capacity is currently not fully utilised.
Why is Oberschule West not needed?
Based on the reserves in the city's secondary schools described above, the capacity of secondary schools in the region around Chemnitz and the figures from the latest school report, it has been established that there is no need for an additional secondary school. The city is currently building the four-form entry secondary school at Hartmannplatz, and there are also independent schools (most recently the opening of the secondary school on Waldenburger Straße) that are not yet fully utilised.
How are the grammar schools developing?
It is known that there will be a bottleneck in 4-5 years and the city is therefore currently looking for preventative solutions. Specifically, all grammar schools are being looked at and checked to see where extensions or mobile classrooms are possible.
When will the new replacement building for the "Pfiffikus" after-school care centre at Reichenbrand primary school start?
Unfortunately, there is no exact date yet. Coordination is currently underway with the office responsible for construction in Department 6, Building Management and Structural Engineering. However, the start of construction is scheduled for spring 2020 and completion is planned for the end of 2020.
Are there plans for a 30 km/h zone opposite the new "Am Wiesenbach" daycare centre being built by the Stadtmission?
Yes, the establishment of a 30 km/h zone is planned.
The parking situation at the "Am Wiesenbach" daycare centre is precarious. What is the city doing about it?
Unfortunately, this is a well-known problem in many daycare centres and schools. A general solution is difficult to find. However, we can assure you that the car park situation will be assessed as part of the planning permission process for every new building and the possibility of creating short-term parking spaces will be examined. Parents can make a small contribution here by walking short distances - at least for school transport.
When and to what extent will the Grüna sports hall be renovated?
In 2020, budget funds have been earmarked for planning fire protection (2nd structural escape route), for the façade and for a ball catcher fence. Realisation of the measures is planned for 2021. The city is currently developing a gymnasium concept in order to have overall transparency regarding sports facilities and requirements. Further steps are to be initiated on this basis. This will then include prioritising the biggest projects in the next 2021/2022 double budget.
What is planned for the Rottluffer gymnasium?
First of all, the gym concept must be available (see question 7) so that priorities can be set on this basis.
Where do the employees of the Stadtmission day care centre park at Hohensteiner Straße 12?
Here it is the same as with most employers: we cannot deal with the issue of staff car parking, especially as the City of Chemnitz is not an employer here. Of course, staff should not park in the car parks of the daycare centre. We generally hope that many employees will use public transport.
What will happen with the Rottluffer primary school?
We have currently relocated the J. Korczak special school to this building due to the interior renovation of the main building. The school is expected to move out in the 2020/21 school year. After that, there are currently no further plans for the property. However, relocation properties are always needed for municipal construction projects.

Questions and answers:
When will the Südverbund Part 3 be extended to Zwickauer Strasse on the one hand and Kalkstrasse on the other?
Planning permission exists up to Zwickauer Straße and no planning permission exists up to Kalkstraße. In principle, realistic targets are being set with the update of the transport development plan. The public is invited to participate in the discussion.
Public parking should not be permitted on the street "An den alten Lehden" (cul-de-sac). In addition, the public traffic area is not sufficiently maintained.
The very high parking pressure in the vicinity of the zoo and the Pelzmühle is well known. The Civil Engineering Department will work together with the zoo on the basis of the zoo masterplan to find a solution to the traffic challenges. A short-term solution is hardly possible. The City of Chemnitz carries out regular road inspections (approx. every six weeks). Any areas where action is required are subsequently rectified. In addition, reference is made to the residents' obligations under the street cleaning statutes.
Traffic density has increased on Unritzstraße nos. 1-12. Vibration and noise pollution due to uneven carriageways are noticeable. An application to limit the speed limit to 30 km/h has so far been rejected. No traffic counts have been observed.
The reference for traffic regulations is the StVO and its administrative regulations. The automatic count provides a representative insight. The count values can be sent. In addition, noise measurements can be carried out and uneven road surfaces can be repaired.
There are unreasonably long processing times for approval procedures for detached houses.
An improvement is being sought by filling vacancies.
There is a lack of approx. 100 metres of footpath on the winding Oberfrohnaer Straße adjacent to the new REWE park. It is very difficult to cross the road here.
Discussions must be held with the investor or other alternatives must be sought. A meeting with the mayor on the issues in the area will be held at the office of the Rabenstein Independent Citizens' Initiative (UBR).
There is a difference of opinion regarding the necessity of felling a copper beech tree on 13 May 2019 (planted in 1900 - felled due to sewage construction site).
This was an "emergency felling" as part of a line renovation by the ESC.
When will the tram line in the Zwickauer Straße redevelopment area be extended to Siegmar station?
In accordance with the transport development plan and the local transport plan, it is being examined which useful sections can be created.
Leitermann DIY store - Zwickauer Straße
With the help of an induction loop, a low-cost solution should be created for turning in out of town. The second exit has a steep gradient and cannot be used in winter. The use of the alternative Leitermann exit should be publicised.
A review of the junction and the second exit will be carried out.
Exit from Leitermann as a left turn from Lärchenstraße
It was pointed out that turning left from the Leitermann car park into Zwickauer Straße is very difficult. The suggestion was made to fit the pedestrian lights with an induction loop so that they switch to "red" when vehicles want to turn left into Zwickauer Straße.
There are deficits at the junction in terms of road safety, so that a traffic planning study is required to redesign the junction area. At the same time, the categorisation of measures from the cycle traffic concept for the entire section of Zwickauer Straße must be considered. This investigation should be carried out in advance of the "preparatory investigations for Zwickauer Straße" in order to find a prompt solution to the problem of left turns at the exit from Lärchenstraße.
When the results of the investigation are available, information will be provided as part of the city council and public relations work.
Until this measure is implemented, it is recommended to use the eastern exit from the market directly onto Zwickauer Straße, even if this is a small diversions in the direction of Siegmar. There is very good visibility in both directions onto Zwickauer Straße and there is no oncoming traffic to consider.
The structural condition of the old Siegmar railway station is criticised.
The owner is not willing to sell. The building permit office, the lower monument protection authority, has imposed conditions here. However, intervention is only possible in dangerous situations.
Siegmar railway station is not barrier-free.
This is a nationwide problem because DB AG (as in Chemnitz) has sold these smaller stations, with the exception of the main station, to private individuals and has only secured a right of way to the platforms. The building permit office therefore had to intervene in the Mitte and Hilbersdorf stations in terms of building regulations and monument protection.
What future does the Wanderer Werke property have?
There is hope for the future use of the property.
Carl-v.-Bach-Straße junction Neefestraße: left-turn traffic jam during rush hour - The planning of a third lane for left-turn traffic in Neefestraße out of town is being proposed.
The situation described is known. Slow-moving traffic or traffic jams only occur at times of peak traffic volume. Further expansion of the traffic system would not make sense.
The local retail supply in Schönau, in the Wildenbruchstraße area, is inadequate.
It is difficult to locate a store here, as store operators generally focus on a catchment area of around 4,000 - 6,000 inhabitants with through traffic when deciding on a location. The town planning office is in dialogue with all retailers. According to the retail and centre concept, it is possible to locate retail outlets of up to 400 m² anywhere. However, the availability of space in the area is limited.
Schönau - Ruins of the former Zum Hirsch restaurant at Carl-Hertel-Straße 8:
The monthly costs for cordoning off should be set in relation to the demolition costs and thus demolition should be arranged.
In the meantime, a change has occurred. The ruinous building is not stable and should be demolished. The City of Chemnitz incurs average monthly costs of €3,400.00 for the cordoning off of the building, which has been in place since January 2018. The costs incurred will be claimed from the owner by means of a performance notice.
Siegmar - Stelzendorf Neefepark cycle path
A gap should be closed in the area of the 200-metre stomping ground in Neefepark.
The matter is being examined.
A list of single-family house sites was drawn up with the town planning office a year ago. There are now areas available for sale. There is a demand from those wishing to build.
The town planning office is liaising with the Mittelbach local council on the outstanding issues.
The condition of the trees in Heinrich-Bretschneider-Straße and Hohensteiner Straße is unsatisfactory and not barrier-free.
The tree discs are not barrier-free. The condition of the tree discs is unsatisfactory. Hohensteiner Straße is to be redesigned in this respect in 2020.
The maintenance of the green spaces in Kalkstraße is unsatisfactory.
The status is being reviewed. For financial reasons, the traffic greenery is currently only secured as pure "traffic safety maintenance".
A footpath is required in the Jagdschänkenstraße industrial estate in the direction of Stelzendorf
A first construction phase in the local area up to the industrial estate is on the construction schedule for next year. Further path areas cannot yet be realised on the property side.
Status of the Rabenstein cycle path on the railway line?
The city has now owned 11 km of path since summer 2019. The city can now take action here.
Update on the footpath on the Riedweg?
The footpath on the Riedweg (north-south path connection) currently has no financial reserves and is not on schedule for the next two years. The railway line has not yet been formally de-dedicated. The east-west connection/green corridor has been realised. The school route to the south-east will be examined in 2019 as a provisional interim solution in the Urban Development and Construction Department. An on-site meeting is being prepared.
Is Walthergasse affected by the tram route?
At present, no concrete plans can be drawn up as to how it will be affected.
The litter bins in Pelzmühlenpark are to be fitted with lids.
All litter bins will be gradually replaced with lids. The litter bins in Pelzmühlenpark are a high priority.
The replanting of seven felled trees opposite Zwickauer Strasse 428 is required.
The report will be checked.
In Nevoigtstraße, car parking should be permitted with one lane on the footpath.
After examination, half parking on the pavement is not approved and therefore not ordered. The reason for this is the maximum pavement width of 2.00 m and the obstructions for pedestrians, children on bicycles (sometimes with an accompanying person) and for people with walking disabilities that would occur if half-pavement parking were ordered. However, due to the (mostly seasonal) parking pressure, the Civil Engineering Department will conduct a study on delivery and visitor traffic for the zoo in 2020.
The bus connection 152 from the upper Zwickauer Str. (Karl-Seibt-Str.) to the city and back is inadequate. It is proposed that route 41 should run every 2nd cycle via the roundabout on Zwickauer Str.
Bus route 152 is a regional bus route entering the city of Chemnitz for which the city of Chemnitz is not responsible for organising the timetable. The proposed alternating routing of bus route 41 will be discussed as a public proposal in the local transport plan working group. The result will be communicated.
There is no footpath between Pelzmühlenstraße and the hospital.
The construction of a new footpath between Riedstraße and Pelzmühlenstraße and the addition of a continuous one-sided footpath on the eastern side is planned. Design planning is currently underway. Implementation is planned for 2020.
A footpath is also missing under the Rabensteiner Straße-Teichstraße tunnel; the bend is very dangerous!
The criticised situation is well known and justified. Due to the limited width of the plots, it appears difficult to widen this section of road. The civil engineering department will prepare a traffic planning study on this. The Committee for Urban Development and Mobility will be informed of the results.
Covered bins and a poo bag point should be installed at the Wiesenweg dog parking area.
The proposal will be included in the "dog park concept" currently being developed.
