Residents' meetings in the southern urban area
Meeting on 25 January 2019
On 25 January 2019, the residents' meeting for Helbersdorf, Hutholz, Kappel, Markersdorf and Morgenleite took place in Sachsenhalle, Usti nad Labem 275, 09119 Chemnitz.
It was the first residents' meeting in the new format. Citizens were able to take a seat at themed tables, where the mayor and mayors as well as a representative of the police were available to discuss their main topics.

My children's absences from school have increased massively. How do you intend to solve these problems?
You are absolutely right. It is a big problem. I could answer the question very easily and say: It's the state's job. But I won't do that. The mistakes were made in the past. It started with the cancellation of teacher training in Chemnitz. They tried to solve it with lateral entrants. These are no longer enough. The state government led by Minister President Michael Kretschmer and Minister of Education Piwarz are now taking a more realistic view and realise that we need more people. There is a teacher package. But that's a longer-term thing. In the short term, we as a town are trying to present our town as attractively as possible to potential teachers. So that they stay here.
Why isn't the stadium used for other sports, concerts, etc.?
I had a dream of opening the stadium on Gellertstraße with a concert. We would have needed around 200,000 euros for that. With all the money that has already gone into the stadium, that was too much. C3 is actively offering the stadium to concert organisers.
And clubs can contact us if they want to play in the stadium.
What are you doing about the young people who are out and about in the city all day and don't want to work?
The migrant groups you are talking about also cause us problems. They cast a bad light on the others who want to go to work and integrate. That's why I launched the 7-point plan. One point is "Rights & Responsibilities". There is good arrival management here in Germany. But 25 per cent do not face up to it. We want it to be mandatory for everyone. The federal government must lead the way here. We are responsible for the tolerated people who are here. We are currently creating work opportunities for 0.80 euros per hour in the administration. For example at the Parks Department. Because if you get money from us, you have to do something for it.
Why is the market hall not being used as a permanent location for the market?
The former traders could no longer afford the high rents. The landlord is happy that new tenants have been found in the form of Fahrrad XXL and the Poliklinik. The current traders on the market would not go into the market hall.
Why isn't the pub mile on the Brühl?
Residential buildings are currently being renovated on Brühl. When more people live there again, pubs will hopefully move back in. But at the moment, the pub district will remain on Innere Klosterstraße.
We, the university's senior citizens' college, would like to work more closely with the senior citizens' advisory council.
The Seniors' Advisory Council, which was newly formed after the local elections, should be invited by the Seniors' College.
Is it possible to set up a 30 km/h zone or a zebra crossing at the Johannes-Reitz-Straße stop?
The street walkers will take a look at this section.
WCH should have the block at Johannes-Reitz-Straße 75 cleaned up, it doesn't look nice.

Why is the car park at Johanniskirche being removed?
With the development there, we are closing a so-called war gap. In future, underground car parking spaces will be offered at this location. However, the people of Chemnitz should make greater use of public transport, especially here in the area, as the tram stops virtually on the doorstep.
Can the quality of living in the city centre be improved, e.g. through small parks at pedestrian crossings?
The quality of living in the city centre will be enhanced in the future in a variety of ways, e.g. there will be water features similar to those in Innere Klosterstraße.
Is it possible for CVAG to use smaller buses?
We want to expand the service with the Chemnitz model. Unfortunately, we are not yet able to get more Chemnitz residents to use buses and trains.
Who actually came up with the idea of Chemnitz applying to become the Capital of Culture?
I came up with this idea together with other players in the city. If we become Capital of Culture, it would be conceivable for Chemnitz to have a long-distance rail link, for example, as Chemnitz has not really been recognised as the third-largest city in Saxony to date.
What is the money planned in the budget spent on in the city districts?

When will the secretary position at Am Stadtpark primary school be filled?
The secretarial position was filled after the previous secretary retired. From 12 February, a secretary will once again be available to answer questions and concerns from pupils, parents and teachers five days a week. Until then, the secretary's office will be staffed two days a week as a substitute.
How much money has been earmarked for the EVA Women's and Meeting Centre in Kappel?
As requested, the centre will receive 56,065.00 euros in funding in 2019 and 56,955.00 euros in 2020. Until the budget is approved, an advance payment of a maximum of 25 per cent of the annual amount will be made. The association has already been informed accordingly by the social welfare office.
When will the refurbishment of the Glückskäfer daycare centre be completed? Has money been earmarked for this in the current budget? How are increases in building costs for daycare centres run by independent providers dealt with?
The outstanding refurbishment in the area of building services (electrical systems and ventilation) as well as the remaining refurbishment of the outdoor facilities and a renewal of the goods lifts are to be included and carried out in the next two-year budget 2021/2022. Unfortunately, it was not possible to include this in the current budget due to the necessary measures at other daycare centres, schools and sports facilities, for which I ask for your understanding.
Possible increases in construction costs are already taken into account in the planning on the basis of the construction price index. As the work still to be carried out is a landlord obligation, it is generally financed with municipal funds and, if possible, with subsidies.
How much does the maintenance/repair of the Südring cost per year?
Between €100 and €150 thousand is spent annually on the structural maintenance of the south ring road as part of the road safety obligation. This concerns the large-scale repairs on the south ring road and the ramps. This does not include larger construction projects that are awarded publicly.
The roof of the sports hall at Am Stadtpark primary school is leaking and the hall had to be closed due to snow load.
The roof structure of the sports hall was inspected by the city council on 20/12/18. Some minor damage was found, which will be repaired by a specialist company depending on the weather conditions. The school management was informed by the municipal building management on 20.12.18 and 11.01.19 that there is no risk of collapse due to the damage to the roof and that there is no risk of the ceiling panels falling down. Sports lessons can therefore be held in the hall.
What about safety and order? Are waste disposal and winter services working?

What is the noise protection like for residents along the south ring road?
The whisper asphalt applied reduces the noise by 3 decibels. A noise barrier 5 metres high would be possible, but would not have the desired effect for residents as the buildings are too high. Only the lowest floors would be sufficiently protected from noise.
Traffic law sets high threshold values for noise intensity for a speed limit. Solutions for new soundproofing materials are being tested with Chemnitz University of Technology and some housing companies.
Is it legal for lorries to park on Scheffelstraße?
The city enforcement service will now carry out more frequent checks there.
After the renovation of Markersdorfer Straße, the 30 km/h speed limit was partially lifted. Can speed checks be carried out there now that lorries are speeding?
Speed checks will be carried out in future.
Is it possible to reduce the speed on the Südring from 70 km/h to 50 km/h, at least at night?
A night-time speed reduction for lorries to 50 km/h is being examined.
Who can I contact if the footpaths are not cleared?
This can be reported via the public authority telephone number 115; the owners will then be asked to clear them. The city's public order service can check this during its patrols.
Who can I contact if there are problems with vandalism, too much rubbish and noise nuisance from young people and new residents?
Please report it to the police. The city's public order service will carry out on-site checks. The housing companies will be invited to the city's next security conference to find solutions together to prevent such incidents in future.
Is it possible to create more parking spaces in front of Valentina-Tereschkowa-GS?
Parking in front of daycare centres and schools to drop off or pick up children is already handled generously during inspections. We are investigating whether additional parking spaces can be created.

Why was no public consultation carried out for the Capital of Culture 2025 bid?
Citizen consultations (legal and factual) are not planned for all of the city's projects, as the City of Chemnitz's democratically legitimised decision-making body is the City Council. With resolution B-003/2017, the Lord Mayor of the City of Chemnitz was commissioned by the City Council on 25 January 2017 to prepare and design Chemnitz's application for the title of European Capital of Culture 2025 by 2020.
When will the roof of the gymnasium at the "Grundschule am Stadtpark" be repaired? It's raining in.
We know the problem. I would like to see the exact situation on site and then give the school feedback on when the repairs will be carried out.
The Chemnitz school model is very popular. There are 10-15 applicants per place. Why is this comprehensive school model not being expanded and more primary and secondary schools are being built instead?
Another campus location for a comprehensive school is currently being planned at Planitzwiese. The city of Chemnitz must orientate itself to the Education Act, which primarily provides for a two-tier school system with primary and secondary schools. Nevertheless, the city of Chemnitz has an interest in maintaining a diverse school landscape.
When will the ground floor of the Tietz cultural centre be refurbished?
It's true, the first impression of Tietz is not good at the moment. A welcoming atmosphere should be restored. The ground floor will be renovated from autumn. Together with the owner - GGG - we want to make it more attractive. In addition, the idea is to set up permanent exhibitions on the ground floor as a "showcase" for urban development and the Capital of Culture. The information point is also being worked on.
Why don't we read much more in the media about Chemnitz's rich cultural landscape?
The City of Chemnitz regularly issues press releases, including about current or planned cultural events. However, we have no influence on what is picked up. The media decide for themselves what they want to include. We hope that the bid for the Capital of Culture will provide a lot of impetus here. Chemnitz will not be left out of the coverage.
Is there a contact point for volunteers?
The volunteer centre Caritasverband für Chemnitz und Umgebung e.V. (Reitbahnstraße 23, 09111 Chemnitz) is a hub and contact point for volunteers.
Is there any funding or support for gifted children from households with limited income?
Support is an individual decision of the parents and the school administration and is therefore only possible within the framework of the Sächs. School Act.
The sports field at Dr S. Allende Primary School is in need of renovation. What is planned here?
We have this measure on our radar; in the medium term, a complete renovation will take place in 4-5 years, with a rough preparation planned for spring 2019, which will be ready for the new school year.
What were the councillors thinking with the free pre-school year? It does nothing for the daycare centre, no increase in quality.
Of course, I can only guess at the aim of this proposal from the centre of the city council. The councillors would have to be consulted for that. Surely this should provide financial relief for parents. What we are doing in addition and independently of this decision to improve quality in the daycare centres: There are additional measures to accompany this with an extra hour for preparation and follow-up and the support campaign. This will lead to additional money, for example for new staff, integration assistants and support programmes.
Shouldn't the CFC stadium be used for grassroots and school sports?
The stadium is a jewel and should not stand empty. It isn't; the CFC uses it on match days. There are also further considerations to use it for youth team tournaments or for Christmas carol singing.
Vocational training with A-levels: Chemnitz is a city with a long tradition and a focus on electronics and mechanical engineering - shouldn't these areas be promoted rather than cookery and home economics?
There are 7 vocational training centres in Chemnitz. This specialisation is included at Schlossteich.
Appointments with an ophthalmologist are difficult or even impossible to get in Chemnitz. What is the city doing about this?
This is the primary responsibility of the Association of Statutory Health Insurance Physicians and the city's hands are partly tied here. However, the CWE has taken up the issue and wants to strategically and conceptually attract young doctors to Chemnitz and retain them here. We are therefore actively working on the issue and have recognised the need for action - even if we as the city are not primarily responsible for this.
Where will the speech therapy school be relocated to?
Various options are currently being examined. A decision will be made in the first quarter of 2019.
Vocational training with an Abitur does not meet the standards of the past in the technical specialisation. Why is that the case?
There needs to be a shared interest from companies and craft businesses in this training programme in order to establish practical links. If these partners are not sufficiently committed, it is difficult to ensure the standard of training.
How do you prevent children and youth sport from being treated negatively?
Sport is very important to us - especially children's and youth sport. Facilities are being made future-proof.
Why are fences being built around sports grounds?
Fences are important to protect against vandalism. It is not possible for volunteers to organise an adequate security service or similar. The administration is reviewing existing regulations and procedures.
A working group is working on child and youth participation. What is the current status?
The process has not yet been finalised. A suitable procedure and practice-orientated methods for child and youth participation are still being discussed and found.
Many parents use the footpath to park when they drop off/pick up their children? What can be done?
Parents should be appealed to again and again - by the parents' council, school management or, ideally, by the children themselves.
What happens for senior citizens in neighbourhoods? Why are there no statements on this?
We are happy to take up this suggestion. We will report on this in the next EWV here in the assembly area and address it in the other EWVs (facilities, offers, events). The topic of senior citizens may play a role in the micro-projects for the Capital of Culture 2025 bid.
Why is English not taught as early as Year 2?
Some independent primary school providers have this programme in their portfolio before year 3. State primary schools are dependent on the curriculum. And this provides for English lessons from the 3rd year onwards.
Could the mayor's office hours, Mr Burghart, be held as an alternating model on different days of the week and not on a fixed day of the week?
Thank you for your suggestion. We will look into this and consider it.
Where are the cranes turning in the district and where is an excavator shovel digging into the ground?

Questions and answers:
Roundabouts - double roundabouts at Gablenzplatz
Reference is made to the structural design of the Wolgograder Allee roundabout.
The size of the roundabout should also be sufficiently large.
There is currently an open discussion on the alternative solutions at Gablenzplatz. In principle, reference is made to the need for economical use of space. The lower base layer is uniform throughout the entire structure. Only the upper surface (70 cm thick) is constructed with different materials in accordance with the guidelines. Unfortunately, material problems occurred in Wolgograder Allee. The design of the islands is in need of improvement. With regard to the size of the roundabout, reference must be made to the complicated acquisition of land for small construction measures.
How will the tree damage caused by the current snowfall be repaired? What alternative planting is planned?
The damage is currently still being analysed. Replanting will be carried out in stages. As a result of the drought, lime trees, for example, which are considered a resilient tree species, have been severely damaged by snow breakage this year. This time the snow breakage is a natural disaster.
The incidence of light into the ground-floor flats at Paul-Bertz-Straße 99 -129, Chemnitz is impaired by trees. What possible solutions are there? The matter was repeatedly brought to the attention of the flat owner, GGGmbH.
Everyone is entitled to natural lighting. A request is made to hand over the address to the Parks Department. The housing situation is being investigated.
Will whispering asphalt also be laid on the Südring from Stollberger Straße to Wladimir-Sargorski-Straße?
A corresponding renovation is planned for 2019.
Can the city support residential providers with broadband expansion?
The city has an investment sum of €64 million at its disposal. For data transmission rates below 30 megabits/sec., an improvement in performance can only be achieved by eins, PYÜR or Telekom AG. No investment by the city is possible here.
When will the Südring in the Heckert residential area be relieved of long-distance motorway feeder traffic?
The planning approval procedure is underway for the construction section of the Südverbund motorway link towards Frankenberger Straße. The project has been categorised as an urgent federal requirement.
How will the congestion at the flyover at the Neefestraße/Südring junction be resolved?
The city council has commissioned 2 variants.
When will the Lortzingstraße playground be renovated?
See presentation by Department 6, p. 19 - Planned construction period: autumn 2019 / completion in 2020.
It should be noted that construction capacity on the market is currently limited.
Scheffelschlucht natural forest: A reclassification as a car park is required in order to resume the maintenance cycle and install path lighting.
The Scheffelschlucht used to be a park. With the EKKo budget consolidation decision, a forest was established here with consequences for lighting, equipment and cleaning. An amendment to the statutes is required to convert it into a green space and provide funding.
Cleaning of the Morgenleite boulevard is requested.
2 cleaning cycles per year are planned.
The tunnel road crossings in Wladimir-Sagorski-Straße are unsatisfactory. There is no 4-week cleaning cycle in the Morgenleite tunnel.
Tunnel Morgenleite: Tunnel is kept safe for traffic. Cleaning is carried out.
Max-Schäller-Straße tunnel: A level crossing is planned here. The project is currently not included in the double budget and will be orientated towards the following double budget.
The replacement of the wooden bridge on the way to the Vita Centre is requested.
The bridge is in the renovation plan.
Logging is currently taking place in the Wolgograder Allee forest near the Kaufland retail centre.
The forest is not owned by the municipality. Timber is generally harvested using large-scale equipment and the path is then repaired.
Maintenance of the footpath from Ernst-Wabra-Straße to Johannes-Dick-Straße is requested.
The condition of the path will be checked by the Parks Department. Appropriate arrangements will be made.
What will happen to the brownfield sites on Annaberger Straße?
The City of Chemnitz can provide support in the form of monument preservation and advice on funding applications. The development planning is orientated towards conversion.
Expropriations are not possible. 100 monuments have already been repurposed, but there are still a large number of brownfield sites in Chemnitz.
How is the brownfield site at Zwickauer Straße 38 developing?
The owner has submitted a building application.
What chances does the brownfield site of the former Naplafa company have?
Z. Coordination is currently taking place with the owner.
Is there any development on the brownfield site at Kreativschule Stollberger Straße 123/125?
The land register entry has been made. It may be possible to use the site as a daycare centre or for a daycare-related use. The building will be secured and greenery maintained immediately.
When will the boulevard at the former Bruno-Granz-Straße supply centre be completed?
Funding is planned for 2019. Planning is currently being finalised.
How will the former Bruno-Granz-Straße Südblick supply centre be developed?
A new residential development is planned (no retail). The project will be announced via the construction board and the neighbourhood management.
Why was recycled material used in the construction of the B174?
The B174 was built in accordance with the requirements of the Recycling Management Act. The recycled material used did not comply with the tender.
Construction supervision of the manhole covers during the south ring road construction 3 years ago is criticised.
Good results are now being achieved with new technology for the installation of manhole covers - e.g. in Neefestraße.
What urban development is planned for the former barracks site at the Kaufland retail location?
The private owner's current concept envisages development as a residential site. An initial enquiry has been submitted. Development planning is required. This plan will be presented to the public.
For ecological reasons, housing should not be focussed on owner-occupied homes.
The housing requirements concept was revised in 2018. There are a large number of gaps in the urban area. The focus is generally on ecological construction with low land consumption. There is a recognisable trend towards city centre living.
What will happen to the brownfield sites in the city centre?
No general answer is possible here. Among other things, they are constantly being designated and offered for property fairs. Demolition cannot be ruled out either.
Why does the green space on Marie-Tilch-Straße have different grass heights?
Coordination is currently taking place with housing companies regarding the mowing of the grass and the maintenance of the green areas and roadside greenery.
Who is responsible for the former Markersdorfer Straße primary school?
The property is privately owned.
