Since 1 July, a new qualified rent index has been in force in the city of Chemnitz, in which the customary local comparative rents for rented accommodation in Chemnitz have been redefined.
It was drawn up by the working group commissioned by the Chemnitz City Council to prepare the rent index, which includes representatives of Chemnitz tenants, the Chemnitz housing industry, private landlords, representatives of the City of Chemnitz and the Chemnitz District Court in an advisory capacity.
The new compilation had become necessary because, according to the legally applicable regulations, a rent index created as a qualified rent index automatically loses its qualification rating after four years and must then be recalculated. The last new rent index for Chemnitz was valid from 1 January 2022, and a new survey of rent data was carried out on 1 January 2024 to bring it into line with market developments.
A qualified rent index must be prepared in accordance with recognised scientific principles and formally recognised either by the tenants' and landlords' interest groups or by the city council.
The required current rental price data of the Chemnitz housing market, which provides the database for the compilation, was requested in the form of a combined tenant/landlord survey. For this purpose, the net cold rents of flats, i.e. the rents excluding operating costs or the costs for heating and hot water, which were newly agreed or changed within the last six years, were surveyed in the first quarter of 2025 as of 1 January 2025. The necessary formal recognition by the interest groups of Chemnitz tenants and landlords was granted by 30 June 2025.
With its formal approval, the new rent index came into force on 1 July 2025 and will initially remain valid as a qualified rent index until 30 June 2027, after which it must be adjusted to the current rent situation. In four years at the latest, i.e. by 1 July 2029, it must be revised again.
The complete rent index with instructions for use can be downloaded free of charge from the City of Chemnitz website at www.chemnitz.de/mietspiegel. An online calculator is also available there as an aid to calculating the standard local comparative rent. Alternatively, it will be possible to purchase the rent index brochure in printed form from the second half of July 2025 for a fee of 5.95 euros at all citizen service centres.
