Meeting on 5 April 2019
The residents' meeting for the districts of Euba, Adelsberg, Kleinolbersdorf-Altenhain, Reichenhain, Erfenschlag, Einsiedel, Harthau and Klaffenbach took place on 5 April 2019 at Gymnasium Einsiedel, Niederwaldstraße 11, 09123 Chemnitz.
The format was new, with citizens taking their seats at themed tables at which the mayors, administrative staff and a representative of the police were available to discuss their respective key topics.

What is the money planned in the budget being spent on in the city districts? What is the latest news from the volunteer fire brigades?

At Mr Schulze's table, there were no "classic questions and answers", but rather an open discussion round. This means that no questions and answers can be posted.
What about safety and order? Are waste disposal and street cleaning working? What about flood protection? Is noise protection being complied with?

Waste disposal
Why is the yellow bag being abolished?
The collection system for lightweight packaging is specified by the dual systems (this also includes the disposal frequency for settlement-structured areas on the basis of the successful field trial in Wittgensdorf).
The collection contract is put out to public tender by the dual systems.
ASR won the tender for the collection contract for the 2019-2021 period against other competitors.
Why is there only a 4-week disposal cycle for the yellow bin?
This is prescribed by the dual systems.
There has been a successful field trial in Wittgensdorf since 2014.
The rising collection costs are to be compensated for by reducing the disposal frequency after the switch to large waste containers (MGB).
This should also reduce CO₂ pollution in residential areas caused by waste collection vehicles and plastic waste by eliminating yellow bags.
How were households informed?
In November/December 2018, all owners/managers were contacted and informed of the following:
- There will be a switch from bags to bins.
- The number and type of bins will be tailored to the property and its households.
- The space required was shown.
- It was pointed out that the number of bins can be increased at any time. A notification to the ASR is sufficient for this.
- From 1 February 2019, there will be a change to a four-weekly collection frequency.
- The provision period for the new large waste bins has been communicated.
- At the end of January 2019, all owners/house managers were sent the waste disposal calendar valid from 1 February 2019 with the 4-weekly disposal frequency.
- Information about the changeover was published in all local gazettes (incorporated districts).
When are the bins provided?
Since 1 March 2019, the large waste bins have gradually been provided at residential properties.
June 2019: Euba, Adelsberg and Kleinolbersdorf-Altehain
July 2019: Erfenschlag, Einsiedel, Harthau and Klaffenbach
The changeover has already been completed in Reichenhain.
How do I solve space problems with additional bins?
According to the statutes, the owners must provide the necessary space. Individual solutions can be sought on site in consultation with the ASR.
When is New Year's Eve rubbish disposed of in Adelsberg?
It is a fundamental problem that citizens do not take their own rubbish back with them. The ASR will take the matter up for clarification.
Street cleaning/winter service
Is it possible to change the direction of the winter road clearance service on Walter-Klippel-Straße?
An examination by the ASR has been promised.
There are always problems with parked vehicles during street cleaning. As a result, street cleaning cannot be carried out and increased charges are incurred. How can the problem be solved?
A pilot scheme is currently being trialled with parking ban signage. Experience to date has not been good, as parking bans are not accepted. The ASR will intensify its public relations work.
Can neighbouring residents be obliged to sweep the cutting channel - does this apply to Jägerschlößchenstraße?
The pavement and carriageway of Jägerschlößchenstraße must be cleaned in accordance with the street cleaning regulations of the City of Chemnitz (StrRS). According to § 2 Para. 1 StrRS, the cleaning of pavements and public roads is transferred to the property owners of the properties accessed by the public roads, unless the obligation remains with the City of Chemnitz in accordance with the annex to the StrRS (street directory). According to the list of streets, residents are obliged to sweep or clean the cutting channel in the section An der Gemeindewiese to Gornauer Straße.
Flooding and environmental protection:
What measures are still planned by the state dam administration (LTV)?
For the Zwönitz, these have almost been completed in the Chemnitz city area. Renaturalisation work is still planned for the Würschnitz between Klaffenbach and Harthau. There have already been four public meetings to present the individual measures, at which local residents have been able to voice their concerns. A new cross-section plan for the Würschnitz will be available shortly. The LTV will approach the citizens' initiative and present it.
What noise protection measures are planned for Feudelstraße? The noise is caused by traffic on the parallel Annaberger Straße.
As part of a funding programme, the city has drawn up a noise action plan for the entire city of Chemnitz. However, this funding programme did not include any investment funds from the state.
Why are no compensation measures recognisable in some construction areas?
Some of these compensation measures are carried out in other areas of the city where the effect is greater.
Daycare centre, school, sport - what can residents in the city districts look forward to? What does "free pre-school year" mean?

Questions and answers:
The playground of the primary school in Euba is in great need of renovation. The children come into the rooms with dirty shoes after playing. Can this not be improved?
The city of Chemnitz has a school playground construction programme. Euba is included in this programme.
The Euba sports hall is in urgent need of refurbishment. What is being done?
Priority No. 1 is to safeguard school sports. A sports hall concept will be drawn up by the autumn. We will then make further considerations and prepare decisions.
What are the concrete plans for the Adelsberg primary school in the near future?
We are currently planning to purchase land for a permanent extension to the primary school. The purchase negotiations are currently underway. The plot of land then has to be prepared before construction work can begin. The extension will be ready for use in around three years.
The 2nd escape route is currently being added to the Kleinolbersdorf primary school. When will the sports hall be renovated?
In the autumn, we want to have an overall overview of sports facilities and requirements so that we can then plan further steps and set priorities. This will then include prioritising the biggest priorities in the next 2021/2022 double budget.
Is it possible to open the municipal gyms to sports clubs during the holidays?
The basic cleaning and maintenance work is scheduled for the holiday periods, e.g. replacing showers. The holiday periods of the hall attendants also fall within this time frame. The holidays are the only period for this necessary maintenance work.
What's next for Bernsdorf swimming pool?
We have been working on the project since 2016 and the design planning has been finalised. 2019 will be the last outdoor pool season. After that, the pool will be closed and preparatory measures for construction will be initiated. There will be a connection to the outdoor pool via the new building. This will remain in its current size and location. We are planning to complete the indoor pool in 2022.
Is it possible for the Leonardo children's centre to have a playground on the site of the former Erfenschlag outdoor pool?
The city has made an offer to the association to create a natural environment on the site, including for children. It would be great if parents' representatives could get involved in this process.
There are currently very long waiting lists at the Adelsberg daycare centre.
A second facility is needed in the immediate vicinity. Which daycare centres are currently being built? Will a second centre be added in Adelsberg, as many families with children are moving here?
Seven daycare centres are currently being built in the districts of Hilbersdorf, Kaßberg, Altendorf, Reichenhain, Rabenstein (2) and Schloßchemnitz.
This will cover the city's needs until 2022. Nevertheless, we always review the requirements annually.
The free pre-school year does not improve quality. Why was it decided anyway?
The aim of this motion from the centre of the city council was certainly to provide financial relief for parents. What we are doing in addition and independently of this decision to improve quality in the daycare centres:
There are accompanying measures with an additional hour for preparation and follow-up and the support offensive. This leads to additional money, for example for new staff, integration assistants and support programmes. In this respect, there is a good combination of relief and improvement in quality.
The "Poststadion" - a beautiful property - should be given more flair and refurbished. It is a legacy from the GDR and the owners want to sell. Could it be transferred to municipal ownership?
The issue is being addressed. There has already been a joint viewing appointment. There are several conceivable options. A decision has not yet been made. It has been included in the sports development plan.
There is a dispute between Offices 51 and 53 regarding hygiene inspections in child daycare centres. Are you aware of the issue?
Yes, we are aware of the issue. We have it on our agenda and are currently working on it within the administration.
Is a meadow orchard to be created on the site of the former Erfenschlag outdoor pool?
We have had good and open discussions with the Chemnitz- Erfenschlag citizens' association. V. in good and open discussions. The term orchard meadow falls short. The aim is to create experiences close to nature for children, deliberately without traditional play equipment. The association currently has the opportunity to submit design proposals by May 2019.
Can the pool in the former Erfenschlag outdoor pool be used as an ice rink?
We are planning measures to renaturalise the area. The pool is leaking and can therefore not be used for any other purpose.
What will happen at the Bernsdorf pool in the future?
It has been decided and planned to build an indoor swimming pool with a 25-metre pool suitable for competitions by 2022. The 100 m outdoor pool will not be affected and will remain in place.
There is a lack of barrier-free access and exterior paintwork at the Euba primary school. When will this be done?
Accessibility is a fundamental task that should be realised for at least one primary school in each school district in the long term.
Is it possible to open the school playgrounds at weekends and during the holidays?
We are putting this topic on our agenda. There are currently liability issues.
In primary schools, there is often the problem of too few parking spaces, e.g. for parents picking up their children. What is the solution to this?
We can't promise a quick solution here as there is no planning. This problem exists at many schools. One solution would be for parents to get together and find compromises. Perhaps not all children need to be driven right to the front of the school.

Why are wastewater charges being increased?
Why is EUR 1.8 million per year being paid into the city coffers?
Every year, the ESC invests over EUR 30 million in the wastewater network and structural drainage facilities. For this, it charges fees calculated to cover costs.
The transfer of around EUR 1.8 million per year from the annual surplus represents the interest on the municipal fixed assets that the city has made available to the ESC for the fulfilment of wastewater disposal tasks. By transferring a portion of the annual result to the financing reserve, the ESC has an effective instrument for reducing net new debt in terms of liquidity, which in turn works towards a moderate development of amortisation charges.
An economically independent municipal enterprise, such as the ESC, is characterised by the fact that it has or may have no intention of making a profit in an entrepreneurial sense, but uses the annual result to pay interest on equity and (as in the case of the ESC) on the liquidity side for the special repayment of loans (as mentioned above).
What is the status of the development/drainage solution for the Arno-Holz-Siedlung construction area?
For the Niederhermersdorfer Bach area, a variant has been developed within the municipal administration that will enable rapid realisation with approval.
The broadband expansion in Kleinolbersdorf-Altenhain has "white spots". The company concerned explains by telephone that it will not realise any expansion here.
The city is only allowed to expand in areas where the market/communications companies are not realising projects. In summer 2019, the Urban Development and Construction Department will once again examine the affected areas in Kleinolbersdorf-Altenhain and Röhrsdorf to see whether the communications companies' reservation of action remains in place or whether areas will be released by the companies for municipal expansion.
Will empty conduits for other media carriers be laid in public traffic areas during the expansion of the low-voltage network?
Yes, empty conduits are always laid.
The cycle path layout in the footpath area in Einsiedel is considered to be critical.
The Zwönitztal cycle path will solve the problem in future.
The opening of Fraunhoferstraße has led to an extreme increase in (heavy goods) traffic on Lengefelder Straße.
An on-site meeting will take place. Furthermore, a traffic count must be arranged to analyse the situation.
When will the Zwönitztal cycle path investment take place?
The planning has been pushed ahead. The expansion is planned in stages - depending on the availability of funds and land. After weighing up the requirements, the financial resources were initially used to build the school building.

How will the traffic be resolved?
1. There is congestion at the Klaffenbacher Straße/Chemnitzer Straße level crossing at peak traffic times.
2. There is no meeting traffic in Feudelstraße. A parking ban and traffic controls in Feudelstraße are proposed.
The information will be checked by the civil engineering department.
Is there an update on the stormwater concept (NSW)?
There is no separate NSW concept. Instead, the hydraulic and hydrodynamic design limits to be applied to the precipitation volumes are incorporated into the general drainage plan (GEP). In addition to the combined sewer overflow requirements, this also reflects the need for precautionary measures in the event of heavy rainfall. The 2014 version of the GEP has been fundamentally updated. On the basis of significantly expanded input data, this shows not only prioritised measures for pollution load relief but also findings on the need to avoid adverse effects during heavy rainfall events. These findings are regularly used as a basis for project planning.
When will the south ring extension take place?
Due to the ongoing planning approval procedure, it is not yet possible to set a concrete date for the construction of the southern ring road. A public event on the subject will be held in around six months' time.
When will Walter-Klippel-Straße be widened?
Walter-Klippel-Straße will be extended this year.
The footpath at Schösserholz across the field to bus no. 43 cannot be used in wet conditions. According to reports, the owner of the field is willing to sell.
The matter is being examined. CVAG has given its support to the issue.
How is the Chemnitz Model Stage 2 progressing in the planning approval procedure?
The planning approval procedure is currently being processed and is expected to be finalised in 2019. Construction planning will then follow.
Zschopauer Straße - road-side measure 2011 Construction work - greening of the grey noise barriers
The planting has not grown over a large area.
The greening was a mixture of self-climbers, plants with climbing aids and free-standing wall surfaces, basically in the same quality as in the first construction phase.
The cleaning of the glass surfaces from graffiti in the Zschopauer Straße noise barrier is requested.
Cleaning will be carried out by the civil engineering department.
It is proposed that the Georgistraße/Zschopauer Straße traffic lights be switched off at night.
The night-time switch-off cannot be approved due to the risk of traffic accidents.
Bus route 33 - How are connections indicated in Bernsdorf?
The connection display is at the central bus stop.
When will the replanting of two fallen trees on Zschopauer Straße in the Georgistraße area be realised?
The entire tree population will be monitored and replanted this year.
When will the paved verge on Shakespearestraße be constructed?
The drainage system and the paving of the verge will be realised in the 2nd quarter of 2019.
The construction of a passenger shelter on Ferdinandstraße is requested.
The provision of passenger shelters is based on a contractual agreement between the city and Ströer. Approximately half of the stops are equipped with passenger shelters. Not all stops can be equipped. This depends, among other things, on the spatial conditions and passenger numbers.
How does the local authority promote green roofs (e.g. by reducing the rainwater charge)?
Please apply to the ESC for a deductible area. According to the general conditions for wastewater disposal, different degrees of sealing are covered. A reduction in the deductible sealing area is conceivable. A city council resolution on this topic was passed on 3 April 2019 with the motion BA-016/2019 - Facade greening for Chemnitz.
To what extent are potholes repaired in the streets?
Repairs are carried out within the budget.
