Planning decided for civil engineering measures starting in 2016

At its meeting today, the City Council decided to initiate the necessary planning steps for the civil engineering measures listed in the following budget and to include the necessary funding in the budget.

Road construction

Gablenzplatz

The junctions with Yorckstraße and Geibelstraße are to be designed as mini roundabouts. Lane dividers are to be installed as crossing aids at all junctions. A continuous lane divider is to be created between the roundabouts. Construction is scheduled to begin in July 2017. A rough cost estimate gives a value of 1,230,000 euros.

Brückenstraße/Mühlenstraße and Theaterstraße/Hartmannstraße junction

In connection with the installation of a rainwater overflow basin (RÜB) in the stump of Brückenstraße and the comprehensive sewer measures in Brückenstraße, Theaterstraße and Hartmannstraße (B-017/2015), there is a unique opportunity and necessity to upgrade and design the entire street space in the surrounding area.

The upgrading of the entire area is of central importance for the development of the city centre. Planning will begin in April 2016 and the start of construction has not yet been determined. Rough cost estimate: 5,400,000 euros

Südring between Markersdorfer Straße and Helbersdorfer Straße, Südring between Helbersdorfer Straße and Paul-Bertz-Straße

The above-mentioned sections of the Südring have road damage in places. The speed limit in this area is set at 70 km/h. The upper asphalt layers need to be renewed as part of the road safety obligation.

As part of the noise mapping and the possible implementation of noise-reducing measures, it is planned to lay different asphalt surfaces on the above-mentioned road sections. The aim is to carry out and analyse noise measurements on all three surfaces over a period of ten years, as currently envisaged. The planning for this will begin in April 2016 and the start of construction has not yet been determined.
Rough cost estimate for both sections: 500,000 euros.

Bahnhofstraße/Waisenstraße-Technisches Rathaus, section

In connection with the construction of the new Technical Town Hall office building, the access situation needs to be reorganised (building right of way, underground car park access). The side areas of Bahnhofstrasse and Dresdner Strasse are to be redesigned in accordance with development plan no. 11/13 "Waisenstrasse south side".

As the first section of a possible continuous boulevard-like design of Bahnhofstraße, the side space in the course of Bahnhofstraße will be significantly widened to enhance the design of the centre ring road and a double row of trees will be planted.

In the section of Dresdner Strasse below Dresdner Platz, the side space towards the Conti-Loch is also to be redesigned up to the edge of the building in accordance with the B-Plan. Construction is scheduled to begin in July 2017. Rough cost estimate: 400,000 euros.

Slope stabilisation on Heinersdorfer Straße in the Heusteig area up to the access road to the sewage treatment plant

The section of Heinersdorfer Straße is already restricted in terms of carriageway width due to the slope. It was already necessary to set up a one-way street with cyclists travelling in the opposite direction.

It should also be noted that the embankment is further downhill. It is planned to stabilise and restore the carriageway with an edge beam. The start of construction is planned for July 2017. Rough cost estimate: 250,000 euros


Hans-Ziegler-Straße

Due to the very poor condition of the carriageway and pavement, it is necessary to renew these public traffic areas as part of the road safety obligation. At the same time, this serves to upgrade this area. Construction is scheduled to begin in July 2017. Rough cost estimate: 209,000 euros.

Bridge construction/hydraulic engineering

Eubaer Bach Reko invert

The entire bridge body is privately owned with the individual owners holding different shares in this private neighbouring bridge. The invert structure has been severely damaged by inadequate maintenance in recent years. Scouring has occurred in the transition area between the gradient surface and the downstream riverbed. This jeopardises the stability of the private embankment walls lining the river bed. The solution to be planned is intended to sustainably repair the damage to this infrastructure facility. In order to achieve ecological continuity, the riverbed slide is to be converted into a rough ramp. Construction is scheduled to begin in August 2017. Rough cost estimate: 280,000 euros.

Gaussstrasse bridge over cycle path BW 60.06

The bridge structure was probably built in 1926; no significant repairs have been identified, meaning that it has reached the end of its service life.

The underside of the concrete superstructure with built-in steel girders is characterised by such severe damage that there is a risk of large areas of concrete coming loose in an uncontrolled manner and falling onto the cycle path or causing serious hazards due to the low clearance height. The clearance height is only 1.90 metres, signposted as 1.80 metres. The renewal of the structure is urgently required to ensure road safety; a level crossing of the cycle path is also conceivable depending on the planning results. Construction is scheduled to begin in December 2016. Rough cost estimate: 350,000 euros.

Kappelbach central water channel from Zwickauer Straße 58 to Pornitzstraße bridge

In the section of the Kappelbach between Zwickauer Straße 58 and Pornitzstraße 1, there is a defective central water channel over a length of approx. 150 metres, over which there are five access bridges. On both sides, the middle water channel is bordered by a bank retaining wall, the stability of which is partially restricted. The bank retaining wall (natural stone wall) has only a small width with little restraint behind the damaged middle water channel. There is a risk of the retaining wall breaking, especially as the trees along the road are causing damage (massive bulges on the right bank retaining wall). A renewal with adaptation of the drainage profile along the entire length in conjunction with the renewal of the damaged bank retaining walls including adaptation to the abutments of the private access bridges is necessary. Furthermore, with regard to the Kappelbach flood protection concept, the existing design of this section is insufficiently dimensioned for the flood discharge. Profiling of the river bed and raising of the lateral bank retaining walls is necessary to ensure protection against flooding of buildings (including the administrative and labour courts) and Zwickauer Straße. Construction is scheduled to begin in July 2017.
Rough cost estimate: 450,000 euros.

Industrial estates

Technology Campus South

The existing space reserves in the Smart System Campus have now been built on and further development at the Reichenhainer Straße site is no longer possible. In order to maintain and further improve the high level of teaching and research at the Chemnitz site in the long term, highly equipped buildings with appropriate research and teaching conditions must be constantly available to meet the respective requirements. The basic prerequisite is the availability of suitable, sufficiently developed building land. To this end, the necessary access roads and underground infrastructure are to be realised at the expanded technology site. Specifically, this involves the realisation of Planstrasse B with a connection to the new Fraunhoferstrasse and Planstrasse C. Construction is scheduled to begin in June 2017. Rough cost estimate: 1,058,000 euros.
