The Citizens' Office of the City of Chemnitz would like to point out that the changes that have applied to applications for identity documents since 1 May 2025 must be observed.
Use of digital photographs
Since 1 May 2025, only digital photographs are permitted for applications for identity cards, passports and travel documents (also as temporary documents) as well as residence permits. Paper-based photographs will still be accepted for identity cards and passports on a transitional basis until 31 July 2025.
The digital photographs must be created using a certified process. This can be done directly at the authority when the application is submitted. The registration office, the immigration office and all citizen service centres in the city have been equipped with the appropriate technology for this purpose. The fee for having your photo taken at the authority is 6 euros.
The photograph can also be taken by a certified photographer.

It is recommended that photographs for babies and small children are taken by certified photographers or in dm shops.
Direct dispatch of identity documents
Since 1 May 2025, it has also been possible to have completed ID cards and passports delivered directly to your front door by Bundesdruckerei. The document is then handed over personally by a delivery person. The service costs 15 euros per document in addition to the fee for the ID card or passport.
However, direct delivery is subject to certain conditions and is not always possible. Everything you need to know about this can be found on the City of Chemnitz service portal.
