New rent index for the city of Chemnitz in force

The new qualified rent index of the city of Chemnitz came into force on 1 January 2014. The rent index has been compiled since March 2013 under the leadership of a working group. The document provides an overview of the rents paid in the city of Chemnitz on 30 June 2013 (survey date) for housing of a comparable type, size, facilities, quality and location. In accordance with Section 558 (2) of the German Civil Code (BGB), the fees shown are based on rents that have been agreed or changed within the last four years.

The rents stated reflect the net cold rent owed on the survey date, i.e. excluding
the survey date, i.e. excluding cold operating costs, costs for heating and hot water
and other surcharges (e.g. garage, parking space, garden use).
In order for the current rent overview to be labelled as qualified, the rent index had to be formally approved by the tenants' and landlords' representatives; this was agreed by the working group at the beginning of the development process. The tenants' association and the two landlords' associations were required to send their letters of recognition to Department 1 of the city administration by 20 December 2013 and, once the letters had been received, the now qualified rent index could enter into force on 1 January 2014; alternatively, a resolution by the city council would have brought the index into force.
A qualified rent index must be prepared in accordance with recognised scientific principles and recognised by the tenants' and landlords' representatives or the municipality. In order to retain its rating, it must be adjusted to market developments every two years and reissued after four years. The necessary survey of current rental price data from the Chemnitz housing market, which forms the basis for this, was carried out in the form of a combined tenant/landlord survey. To this end, the rents of flats that were newly agreed or changed within the last four years were surveyed as at 30 June 2013.
The Chemnitz-based company "CHEMPIRICA - Markt- und Meinungsforschung Michael Urban & Ulrich Weiser GbR" was commissioned to conduct the tenant/landlord survey and analyse the data. The tenant surveys took place in the autumn. The survey and data analysis were financed proportionately by the Chemnitz housing companies, the two landlord associations, the tenants' association and the City of Chemnitz.
The rent index is available for 5 euros from the City of Chemnitz's citizen service points, the City Treasury in the Moritzhof Citizens' and Administration Centre, the Technical City Hall and the Office for Information Processing in the City Hall at Markt 1.
