New qualified rent index applies

A new qualified rent index has been in force for the city of Chemnitz since 1 January. This redefines the customary local comparative rents for rented accommodation in Chemnitz.
A qualified rent index must be drawn up in accordance with recognised scientific principles. This was carried out by a working group commissioned by Chemnitz City Council. It includes representatives of the interests of Chemnitz tenants, the Chemnitz housing industry, private landlords, representatives of the City of Chemnitz and, in an advisory capacity, the Chemnitz District Court.
The current rental price data of the Chemnitz housing market was collected in the form of a combined tenant/landlord survey. For this purpose, the net cold rents of flats, i.e. the rents excluding operating costs or the costs for heating and hot water, which were newly agreed or changed within the past six years, were recorded in the second half of 2021 as at 30 June 2021. The necessary formal approval by the representatives of Chemnitz tenants and landlords was granted by 31 December 2021.
The new compilation had become necessary because, according to the legally applicable regulations, a rent survey created as a qualified rent index automatically loses its qualification rating after four years. The overview must then be recalculated. The last rent index drawn up for Chemnitz was valid from 1 January 2018.
With its formal approval, the new rent index came into force on 1 January 2022 and is now initially valid as a qualified rent index until 31 December 2023. It must then be adjusted to the current rent situation. In four years' time, i.e. on 1 January 2026, a new rent index must then be drawn up again.

Users can also find an online calculator on this website to determine the standard local comparative rent. The brochure is also available in printed form at all citizen service centres for a fee of 5 euros.
