Local transport plan for the Chemnitz sub-region adopted by the city council
The update of the local transport plan (NVP) was approved by the city council on 27 January 2016. At the timetable change in December 2017, the "NEUE NETZ", which went into operation in 2008, is to be replaced by the "Angebotsnetz 2017+". The NVP was fundamentally adopted by the city council in 2006.
With the "2017+ service network", the city of Chemnitz is responding to the changing framework conditions as a result of the Chemnitz model (Stage 2, Chemnitz-Thalheim), the unequal treatment of the city districts with regard to their public transport connections, operational necessities in urban public transport (capacity limits, etc.) and weak points in bus transport.) as well as weak points in bus transport during off-peak hours and at weekends.
But what specific changes will the new NVP bring for the city of Chemnitz?
From December 2017, it will be possible to travel from the central bus stop to all city districts and vice versa every day until 10.45 pm. Between the main station and Technopark, there will be a new tram line 3 every 10 minutes in addition to the Chemnitz Bahn, which will connect Chemnitz city centre with Thalheim without the need to change trains from 2019. The resulting cancellation of line 51 in the south-east of the city will be compensated for by new bus connections (lines 53 and 73). New cross-connections and travel options will be created. Long-needed corrections to existing public transport services will be implemented, such as the extension of line 32 to Zwickauer Straße, the increase in frequency of line 73 to every 20 minutes (new: line 42) or additional travel options for schoolchildren in the Röhrsdorf district.
The "2017+ service network" is the most important of the three network segments in the NVP. The "2020+ building blocks" and the "2030+ building blocks" complete the public transport concept for the coming years. The 2030+ building blocks include the strategic developments in the tram network. The "2020+ building blocks" are proposals for expansions in the bus sector which, subject to possible funding, can also be decided and implemented retrospectively in addition to the 2017+ service network in accordance with the modular principle.
With its resolutions, the City Council has made a clear commitment to safeguarding and expanding public transport and has thus shown a way to make public transport in Chemnitz even more attractive. In addition to the 2017+ network, further measures were decided to be implemented at the same time, some of which were already included in the 2020+ building blocks as useful additions to the public transport network. It was decided that when the tram on Reichenhainer Straße comes into operation, the daily frequency will be extended to 19:00 and the 20-minute frequency will be extended to 22:25. There will no longer be a thinning out of the service during the summer holidays. As an additional service, a ring bus route will be introduced at 20-minute intervals. In the Euba district, the 30-minute interval will be maintained and a new line will connect the Grüna and Mittelbach districts in a shuttle service. Line 73 (new: line 42) will also run to Kepplerstraße outside of rush hour and provide access to other users. Line 53 in the Markersdorf Süd district is to be routed via Wolgograder Straße in accordance with the city council's decision. In general, attention should be paid to better connections between bus/bus and rail/bus. The only measure from the amendments proposed by the parliamentary groups that was not adopted was the retention of the route of line 79 (currently line 76) to Rilkestraße. A financing concept is to be drawn up for all of these additional measures and a decision in principle is to be made by the city council by the end of 2016. Only once funding has been secured can these extensions beyond the original 2017+ service network actually be ordered from CVAG and thus realised.
Furthermore, the administration was instructed to advocate the construction of a new railway stop on Jaenickestraße in order to ensure short and barrier-free access to the Dresden-Chemnitz-Zwickau railway line for the trade fair site and neighbouring commercial locations in addition to the inner-city bus connection.
The NVP is usually updated every five years and is the framework plan for the development of local public transport. It defines what the City of Chemnitz considers to be sufficient public transport services. In accordance with the legal requirements in the Free State of Saxony, the City of Chemnitz is not permitted to adopt its own NVP. The NVP for the Chemnitz sub-region is therefore part of the NVP of the Central Saxony Transport Association (ZVMS) and is expected to be adopted at the ZVMS association meeting in June 2016. The City of Chemnitz is involved in the decision-making process as part of a sponsor participation programme.
