Having a say: Guidelines for citizen participation in Chemnitz
The City of Chemnitz would like to work with residents to develop guidelines for citizen participation in planning and decision-making processes in politics and administration. The city is looking for committed citizens to develop these guidelines.
The development of the guidelines is a multi-stage process. Chemnitz residents can initially participate online or by post, and later in person in working groups.
Citizens are invited to discuss their ideas for successful civic participation. This can be done online on the participation portal of the City of Chemnitz (https://mitdenken.sachsen.de/1021188) or by post to

The key questions for this initial collection of topics are as follows:
- Where do you want to get involved and participate?
- What should participation look like so that you feel involved?
- What should participation look like so that you feel like getting involved?
- In what form would you like the results to be presented?
- What should happen with the results of participation processes?
Topic packages are put together from the suggestions made by citizens and the ideas of the city administration. The packages are also discussed with citizens in online dialogues. The online dialogue on the first key question is already underway and opinions can be submitted until 4 September. There will then be a working group for each topic package. This will discuss the results of the online dialogues and create a draft for the guidelines.
The City of Chemnitz is still looking for interested parties for the working groups. Chemnitz residents can register at the Citizens' Office. If the number of registrations exceeds the number of places available, the decision will be made by drawing lots.
The guidelines are intended to provide a reliable basis for residents as well as for politicians and administrators and at the same time create transparency and mutual trust.
In its resolution B-303/2018, the City Council called for the development of such guidelines, among other things. This requires the opinions and perspectives of the people of Chemnitz. These guidelines are now to be developed jointly by citizens, politicians and the administration.
