Data collection for the city's new rent index
Help from the people of Chemnitz requested
How much can a rented flat cost? To clarify this question, the city of Chemnitz commissioned the management consultancy Rödl & Partner to draw up the new rent index.
The rent index is an important tool for informing all citizens (i.e. tenants and landlords) about the local rent structure. It publicises the average rents paid for flats of different types, sizes, fittings, properties and locations (local comparative rents). The transparency of local rent levels promotes social harmony and helps to avoid legal disputes.

The rent index can only be compiled if as many residents as possible are willing to provide information about their tenancy. In order to collect the necessary data properly, rental households are surveyed by interviewers. For this purpose, an authorised survey officer is appointed who identifies him/herself and presents a letter of legitimation from the City of Chemnitz. The group of respondents is obtained from a random selection of households.
A few questions are used to check whether the flat is relevant for the rent index. If so, further information is requested on the size of the flat, rent and ancillary costs, age of construction, furnishings and location. Providing this information is voluntary. However, any lack of information reduces the reliability of the results. In order to obtain a complete and accurate picture of the rental price structure, the City of Chemnitz relies on the co-operation of its citizens and asks for their participation in this survey.
The data collected will also be used to update the City of Chemnitz's Accommodation and Heating Costs Guideline (KdU-Richtlinie). The KdU guideline determines the appropriate housing costs for recipients of social benefits.
The rent index survey is subject to the strict data protection regulations of the Federal Republic of Germany. The protection of personal data is guaranteed. The name and address of the respondents are not noted on the questionnaire and are not stored together with the survey characteristics. It is therefore not possible to draw conclusions about the individual respondent during the analysis.
