At its meeting today, the Chemnitz City Council decided to allocate additional funds for the social levy in the 2025 financial year totalling 1,891,408 euros.
The background to this is the social levy set by the Saxony Municipal Social Association (KSV Sachsen) for 2025, which finances, among other things, social services that are provided for citizens throughout the state. The amount of the levy is determined on the basis of statutory requirements and is based on the actual expenditure of KSV Sachsen.
At the time of the budget planning for 2025, not all of the necessary calculation bases were available. The amounts initially recognised were therefore based on the previous year's figures. The updated data now shows that social expenditure is significantly higher than originally assumed. In addition, KSV Sachsen's budget for 2025 shows a considerable shortfall, which is to be offset in the current year in order to limit future burdens. To this end, a supplementary statute was adopted that provides for an adjustment of the levy rate.
For the city of Chemnitz, this results in a social levy of around 61.9 million euros. Compared to the amount planned in the budget, this results in an additional requirement of 1,891,408 euros, which will now be provided in excess of the budget.
This will be financed without any additional burden on the municipal budget. Higher income from the reimbursement lump sum for asylum in accordance with the Saxon Refugee Reception Act will be used to cover this. The Free State of Saxony reimburses the municipalities for a large part of the expenses actually incurred for the accommodation and care of refugees. The ordinance that came into force in October 2025 to set the reimbursement lump sum for 2024 will result in additional income for Chemnitz that will at least offset the additional social levy requirements.
The rise in social expenditure over the past few years highlights the growing financial challenges facing local authorities. The City of Chemnitz therefore continues to emphasise the importance of reliable and adequate funding of social services by the state and federal government in order to relieve the pressure on municipal budgets in the long term.
