City council approves changes to the expansion of Chemnitz's southern ring road
The Südverbund Part III and V projects and the Neefestraße "Überflieger" flyover will not be realised
At its meeting yesterday, the city council decided not to realise sub-projects of the planned expansion of Chemnitz's southern ring road. Both the Südverbund Part III construction project, which covers the Neefestraße to Zwickauer Straße traffic area, and the Südverbund Part V project, which covers the section from Zwickauer Straße to Kalkstraße, are not to be realised. Both projects will therefore not be integrated into the Mobility Plan 2040.
It was also decided not to carry out the conversion of the Neefestraße overpass, the so-called "flyover", from a four-lane to a two-lane carriageway, as well as the corresponding construction measures on the upstream and downstream road sections of the Südverbund and Neefestraße. Neefestraße were not carried out. The traffic and accident situation in this area will continue to be monitored by the City of Chemnitz and, if necessary, traffic organisation measures will be taken. The aim is and remains to further increase the road safety of the traffic system in order to avoid accidents.
The City Council justifies its decisions as follows: The Südverbund Part III and V projects are no longer necessary from a traffic planning perspective, as the motorway72 already completes the outer ring road with a high-performance traffic connection and Jänickestraße has been created as a municipal road linking Neefestraße and Zwickauer Straße.
In addition, the projects are not considered appropriate due to their comparatively low traffic impact. Furthermore, the construction measures would require a large proportion of the City of Chemnitz's available investment funds. These circumstances are not compatible with the philosophy of the draft Mobility Plan 2040, which stipulates that investments in mobility and/or transport infrastructure should primarily benefit environmental transport.
Development prospects for the urban areas concerned
A central objective in the development of corresponding proposals is that through traffic from outside the neighbourhood should be largely prevented in order to relieve the neighbouring residential areas of traffic-related emissions.
There are also concrete plans to make the open spaces of Südverbund III and Zwickauer Straße available for commercial expansion. Existing proposals include developing a green open space close to the city centre with attractively designed public recreation areas on the open spaces together with the green space development and making it an experience.
