City council adopts resolution in principle for the connection of Eubaer Straße
After the draft resolution B-092/2013 passed the Euba local council meeting in March and the planning, construction and environment committee at the beginning of April, the city council yesterday passed a resolution in principle to connect Eubaer Straße to the B 107 (Südring Chemnitz). The committee thus authorised the city administration to prepare a corresponding junction agreement with the state road construction administration.
The Free State had prioritised the B 107 (Südring Chemnitz) as one of its key federal trunk road projects in the 2025 state transport plan. The project is divided into three construction phases: the first stretches from Augustusburger Straße to Dresdner Straße. The second section extends to Frankenberger Straße and the third to the junction with the A 4 motorway.
The city is still focussing on the first and second construction phases, i.e. the extension of the southern ring road, which traffic planners hope will significantly reduce congestion on the main roads in the city centre. The planned Euba junction should also ensure a distribution of traffic flows, so that Sonnenberg and Gablenz in particular will be relieved of through traffic.
Ever since the B 107 was included in the Federal Transport Infrastructure Plan, the city has tried to exert a significant influence on the planning. The municipality is exercising its influence as a public authority.
In the meantime, preliminary planning and a preliminary design for the transport facility have been submitted. The State Office for Road Construction and Transport, which has been commissioned to continue the project, has now submitted a proposal to the city to connect Eubaer Straße at the city's expense. At the same time, the Saxon State Ministry of Economic Affairs, Labour and Transport held out the prospect of a financial grant and asked the city in December last year to make a decision on the construction of the Euba junction in the short term. The decision now taken by the city council is a prerequisite for inclusion in the planning approval procedure.
With 75 per cent funding, the city must raise around 1.2 million euros of its own funds to connect the Eubaer Straße. This will finance the acquisition of land, the carriageway structure, a bridge and the costs for equipment and greenery as well as the payment for the maintenance and management of the connection.
As a result of a study of the variants, the state has decided in favour of a half-cloverleaf shape for the construction of the Euba junction. The documents for the second construction phase are currently awaiting approval from the federal government. There is only an unconfirmed line study for the third section. The planning approval procedure is scheduled to begin in 2014. However, the Saxon State Ministry of Economic Affairs, Labour and Transport does not expect construction to begin before 2016.
