City council adopts framework plan for the Altendorf railway station site
At its meeting yesterday, the city council confirmed the urban development framework plan as the objective for the development of the railway station site in Altendorf.
The 10-hectare site of the former Altendorf goods station is no longer required for railway purposes. This offers the opportunity to develop a new, green urban space in the medium to long term. The Altendorf railway station site is thus moving away from its previous location on the edge of the city centre and, with its interesting landscape elements, offers potential for an urban development interface between the sub-areas of Altendorf and Kaßberg. The centrepiece is to be the Pleißenpark, which is largely left in its natural state.
The Altendorf railway station site is anchored in the brownfield section of the Chemnitz urban development concept (SEKo 2020). There are many unused and derelict areas in the Pleißenbach valley. These areas need to be upgraded. The framework planning was commissioned externally in cooperation with Deutsche Bahn AG.
Another thematic area of action of the SEKo is Limbacher Straße. At some points along the southern border of the area, revitalisation measures for brownfield sites and vacant buildings have already begun. More are planned.
In the city council's decision of 8 July 2015 July 2015 (submission B-169/2015), the core objectives include the transformation of the railway wasteland into a green urban space for new residential areas and mixed uses, the preservation of important urban ecological functions, the improvement of pathways, and the creation of a new urban centre.ecological functions, improving connections with the neighbouring residential districts of Kaßberg, Altendorf-Flemminggebiet and Schloßchemnitz, upgrading Limbacher Straße and creating links to the city centre and leisure facilities in the west of Chemnitz.
Starting in autumn 2014, the prospects for the Altendorf station site were discussed with local residents, property owners, civil society stakeholders and citizens. By organising a public participation process, committed local stakeholders and networks have already been established that will continue to exist beyond the process and contribute to its implementation.
The future development areas still belong to the planning sovereignty of Deutsche Bahn AG. Their status as a railway operating facility will only end once they have been released. The area is then released from the planning privilege of the Federal Railway Authority under railway law and becomes the planning sovereignty of the City of Chemnitz.
It is currently the task of the City of Chemnitz to secure the realisation of the planning objectives with suitable instruments under property and construction planning law. Guidelines for the orderly urban development of the newly emerging urban space as well as the division of the new area into different utilisation areas and development sections are the subject of the descriptions in the framework plan, the phased plan and the explanatory report.
