City administration 2020: Administrative and structural concept adopted
Objective: to achieve a good balance between budget consolidation and long-term personnel development - further proposals will be examined by autumn 2014
The city council approved the administrative and structural concept at its meeting today. A total of 32 measures within the administration were confirmed, based on the results of analyses by a management consultancy. In addition, the administration was instructed to examine a series of further proposals together with the city councillors over the coming months. The savings volumes of the approved measures amount to around 1.5 million euros next year, 2.8 million euros in 2015, 3.3 million euros in 2016 and 2017 and around 3.5 million euros annually in the following years.
Next year, the administration will now work with the city councillors to develop the "City Administration 2020" structural concept. The aim is to achieve the necessary budget balance in the years from 2015 onwards and to present a personnel development concept that is geared towards future challenges.
Among other things, this involves the following questions: How many employees does the administration still have? What tasks does it have? In what quality and to what standards are they carried out? And what is the right administrative structure for this? The aim is to strike a good balance between the necessary budget consolidation and long-term personnel development, as, in addition to the staff reductions to date, a third of the current workforce will retire by 2025 for reasons of age. In order to manage this change, a comprehensive task review and process analysis is planned in order to develop an administrative structure that is sustainable in the long term.
The "City Administration 2020" concept is to be jointly developed by next autumn. The parliamentary groups will participate in the steering group headed by Lord Mayor Barbara Ludwig and will be regularly informed of all results, which will be recorded by two internal administrative working groups. They deal with the topics of personnel/structure and processes/e-government. The parliamentary groups also have the opportunity to participate in the working groups.
