Chemnitz city administration presents report on job trends
At its meeting yesterday, the City Council took note of the annual report on the development of the city administration in terms of organisation, personnel, information and communication. Among other things, the report provides information on developments in the number of jobs and staff in the city administration, organisational changes and an overview of all key IT measures (information and communication).
The report shows a further reduction in staff at Chemnitz City Council. Last year, 78.6 jobs were cut.
As a result, the city administration had 3,292.1 jobs at the end of 2012. The number of employees totalled 3,578(by way of explanation: a position can be full-time or part-time, which is why there may be odd numbers ).
This corresponds to the trend of the past ten years. While the Chemnitz city administration still had 4269.7 jobs in 2002, the figure was only 3370.8 at the beginning of 2012 and 3,292.1 at the end of 2012.
The city administration of Chemnitz is therefore well below the staffing benchmark that the Free State of Saxony considers appropriate for a city of this size. The guideline value is 3,349 positions. In Chemnitz, however, the figure for 2012 was only 3,122(by way of explanation: the difference to the general headcount results from the adjustment of the headcount in accordance with the requirements of the administrative regulation on municipal budgeting of the Free State of Saxony).
Despite the general reduction in staff, the number of employees in the city's daycare centres has increased significantly over the long term. The number of jobs in the daycare centres rose from 575.4 in 2002 to 712.4 in 2012. 21.8 jobs were added in the past year alone.
The report also provides information about the city administration as a training centre. Last year, 15 trainees began their training as administrative assistants and 8 students began their training as administration or social education graduates at the city. A total of 72 trainees and students were in a training relationship with the city.
The report also provides information on the demographic distribution of the city administration's employee structure. According to the report, the average age of employees is 47.6 years. 70% of employees are women, 30% men. Two thirds of management positions are held by women and one third by men. In 2012, around 2000 employees were employed full-time, around 1440 part-time and around 140 in partial retirement.
The proportion of severely disabled employees was 10%. In 2002, it was still at 8.8%.
