Why don’t parents make use of the nursery care services on offer?

Youth Welfare Office launches a survey to further develop its services

With immediate effect, the Chemnitz City Youth Welfare Office is asking parents of children under the age of three why they do not place their child in childcare before their third birthday. The aim is to organise childcare (nurseries, crèches, childminders) in such a way that it fits in well with families’ needs and daily routines.

Interested parents can take part at www.chemnitz.de/elternbefragung. The survey will run until the end of the year.

The survey is aimed at parents whose child does not attend, or has not attended, childcare before their third birthday and who were living in Chemnitz at that time. If a family has more than one child, the questions relate to the youngest child, who was born in or after 2016 and was not in childcare before their third birthday.

The survey stems from a resolution passed by Chemnitz City Council (BA-026/2026). The aim of this anonymous, low-threshold survey is to investigate the reasons behind the declining uptake of nursery places in Chemnitz. This will help to ensure that the city’s services are developed in a way that is needs-based, inclusive and attractive.

The childcare coverage rate for under-threes in Chemnitz stood at 45 per cent in 2025, which was above the national average (37.8 per cent) but below the average for Saxony (54.3 per cent).
