Update of the urban redevelopment concept 2018

At its meeting today, the city council decided to update the 2018 urban redevelopment concept. On the one hand, the urban redevelopment plan for the existing "Urban Redevelopment East Chemnitz" development area will be updated, and on the other, the new "Magistralen Chemnitz Urban Redevelopment Area" development area will be defined.

Due to new framework conditions as a result of the positive population development since 2011 and the positive population forecast up to 2030, it is necessary to adapt the underlying development area concept. The updated urban redevelopment concept will be the basis for applying to the Sächsische Aufbaubank for urban redevelopment funding in the next funding period up to 2031.

Adjustment of the "Stadtumbau Ost Chemnitz" development area:
With the adjustment of the "Urban Redevelopment East Chemnitz" area, not only the area sizes but also the classifications of the need for action and funding in urban redevelopment and some designations of the action areas are changing. In future, the "Stadtumbau Ost Chemnitz" development area will include the following action areas: 1 Schloßchemnitz/Stadteingänge, 2a Sonnenberg, 2b Brühl, 2c Reitbahnviertel, 2d Lutherviertel/Bernsdorf, 3a Yorckgebiet, 3b Gablenz and 5 Süd.

The previous action area 1 "Schloßchemnitz" has been extended to include the Limbacher Straße area and is now called "Schloßchemnitz/Stadteingänge". Action area 2d "Lutherviertel" has been extended to include the Bernsdorf neighbourhood between the railway line, Zschopauer Straße, Reichenhainer Straße and Marie-Luise-Pleißner-Park on Wartburgstraße, which is characterised by old buildings, and the name has been changed to "Lutherviertel/Bernsdorf". Smaller extensions to sensibly round off
were made in all other areas of action, e.g. the inclusion of the entire Gablenz green corridor. The previous action areas 4 "Bernsdorf" and 6 "Altendorf", which previously had no need for support and have stabilised on their own, have been removed. Areas 3b "Gablenz" and 5 "South" (part of Helbersdorf and part of Kappel) will be designated as observation areas due to the advanced state of redevelopment and the generally positive development. In the observation areas, only those projects with urban redevelopment funding will be realised that were already included in the concept of measures for the 2017 continuation application and are therefore known to the SAB. The entire updated "Stadtumbau Ost Chemnitz" area covers 1,067 ha, less the observation areas 901 ha.

Definition of the "Magistralen Chemnitz urban redevelopment area":
The newly created development area comprises the Magistrale M1 "Frankenberger Straße", Magistrale M2 "Zwickauer Straße" and Magistrale M3 "Annaberger Straße" action areas and thus contains the relevant entrances to the city of Chemnitz with their specific problem areas. The area covers 266 ha.

In the coming funding period, the focus of funding for urban redevelopment in Chemnitz will be on upgrading old inner-city neighbourhoods and the main roads. The following programme components are available for implementing the corresponding measures: upgrading, security measures without municipal contribution, demolition of residential buildings without municipal contribution and demolition of technical infrastructure without municipal contribution. The total financial assistance required for urban development funding from 2018 to 2031 from the federal government and the Free State of Saxony amounts to around 63 million euros for both funding areas, with an additional self-financing contribution from the city of around 24 million euros.
