Transfer of tasks: ZVMS builds stage 2 of the Chemnitz model
Planning and realisation from a single source - planning approval procedure begins
At its meeting yesterday, the city council decided to transfer the construction of the city's transport infrastructure facilities for the expansion of stage 2 of the Chemnitz model, the Chemnitz - Thalheim route, to the Central Saxony Transport Association (ZVMS).
The realisation of the project is challenging for all parties involved - the City of Chemnitz, Chemnitzer Verkehrs AG and Verkehrsverbund Mittelsachsen. On-time, defect-free and budget-compliant planning and implementation of the construction measures, which are taking place in different network structures and transport areas, require standardised control, management and monitoring. In order to achieve this, the parties involved have decided in favour of the model of partial transfer of tasks from the city of Chemnitz to the ZVMS - also at the suggestion of the Saxony State Directorate.
The main task of the transfer is to be the construction of road-based public transport facilities for the local transport project "Chemnitz Model - Stage 2 - Chemnitz-Thalheim Extension". The ZVMS is thus to take over the planning and realisation of the Chemnitz Model (Stage 2) in its entirety. It is therefore responsible for the construction of transport infrastructure as part of the Chemnitz model.
This means that investment activities in connection with the transport facilities will be bundled at ZVMS. Once the project has been completed, ownership of the tram systems in the city will be transferred to CVAG.
The ZVMS has applied for funding from the Free State of Saxony for the line to Thalheim. Funds amounting to 90 per cent have been approved for the planning. The federal and state investment programmes of the Free State of Saxony have allocated 60 and 30 percent of the funds respectively for construction. In total, the ZVMS is planning construction costs of around 86 million euros.
Supplementary urban development measures in the public transport area, on the other hand, will remain the responsibility of the City of Chemnitz. This includes, among other things, the surroundings in the peripheral areas of the future route, such as the design of the areas around Chemnitz University of Technology on Reichenhainer Straße.
It was agreed with the Planning, Construction and Environment Committee that those involved in the project would be regularly informed about the planning status and current construction progress.
Stage 2 of the extension of the Chemnitz model is intended to connect Chemnitz Central Station to the DB AG tracks in the direction of Aue/Thalheim via the existing tram network in Straße der Nationen and Bernsdorfer Straße as well as a new light rail line in Reichenhainer Straße. The planning approval procedure is due to begin this year. Actual realisation is scheduled for 2016 to 2019.
