Street cleaning bylaws of the City of Chemnitz adopted
At its meeting yesterday, the City Council approved changes to the street cleaning and street cleaning fee statutes of the City of Chemnitz from 1 January 2019.
The main changes are as follows:
Fortnightly cleaning will be the lowest statutory frequency in future
The four-weekly cleaning cycle has been abolished. From 2019, fortnightly cleaning will be the lowest statutory frequency.
The evaluation of the results of a pilot test carried out between March and July 2018 clearly showed that the measured values for the cleanliness of the carriageways both before and after cleaning are better on average in the fortnightly cycle than in the four-weekly cycle.
As a result, for 2019/2020, all carriageways previously cleaned on a four-weekly cycle were systematically increased to a fortnightly cleaning cycle. In addition to improved cleanliness, this will result in more efficient route planning and execution. In terms of the fee rates, this means that the fee for cleaning type C (carriageway cleaning) can be reduced by approx. 5.5 per cent due to more front metres being assessed.
Combination of pavement/pedestrian zone
The rates for cleaning pavements and pedestrian zones have been combined into class D (cleaning obligation of the City of Chemnitz in the pedestrian zone and on the pavement). As the costs are approximately the same, a distinction between different cleaning classes is no longer justified in future.
As part of the fee-financed pavement cleaning (cleaning class D), extensive soiling (such as littering, weeds and leaves) must be removed on a regular basis.
Not least because of the often large width of the pavements and the sometimes complicated surfaces for cleaning, this causes a comparably high cleaning effort as with the cleaning of pedestrian zones (cleaning class A).
A distinction between different cleaning classes is therefore no longer justified.
Assessment of agricultural properties
From 2019, the front metres of developed agricultural properties will also be taken into account due to changes in case law.
