Social Affairs Committee confirms funding of 1.8 million euros for independent welfare organisations in the 2013 financial year
At its meeting yesterday, the Social Welfare Committee approved the submission B-260/2012 presented by the administration. With the resolution, the committee confirmed the grants to independent welfare organisations in the amount of 1,842,216 euros in 2013.
The City of Chemnitz Social Welfare Office provides funding for social services for senior citizens, people with disabilities, people with special social difficulties and services to promote the integration of people with a migration background on the basis of the Youth, Social Affairs and Health Funding Guidelines (FRL-JSG). As part of the regular budget planning consultation phase for the following year, the specialist department presented the total amount of the intended provision of grants from the City of Chemnitz for voluntary services as well as the detailed plan for the amount of the grant in the following year. There are no plans for new budget consolidation measures in this area (Ekko I) over and above the previous level from 2011 to 2012.
In a structural difference to the previous year's funding, from 2013 two services will be fully funded according to a fee agreement and one service will be transferred to the city's health department for professional responsibility and funding: from 2013, the counselling centre for homeless people, Caritasverband für Chemnitz und Umgebung e. V. and the counselling centre for homeless people, Stadtmission Chemnitz e. V. will be funded as fees. The contact and information centre for self-help, Stadtmission Chemnitz e. V. (KISS) will be transferred to the health department from 2013. This will reduce the overall budget for this product account by EUR 94,500 in 2013. With this decision, the social service providers in accordance with FRL-JSG can now receive the new agreements on the planned amount of their annual allocation at the beginning of 2013, subject to confirmation of the 2013 budget statutes and subject to the issuing of a budget freeze in accordance with Section 30 SächsKomHVO-Doppik in the current 2013 financial year. The city is already providing an advance payment of 25% of the total annual grant during the provisional budget management phase. Long-standing services can continue their work on site. No new applications were accepted.
