School administration office and sports office merge
The former School Administration Office (A 40) and Sports Office (A 52) will be merged on 1 January 2015 to form the School and Sports Office with the classification number A 40. The administration informed the city council of this today. The assignment to Department 5 will be retained. The implementation is expedient due to the budget and staffing plan at the turn of the year.
In order to achieve synergies by merging the two offices, it is necessary to bundle the cross-sectional tasks of the administrative departments. This primarily concerns the tasks of administration, personnel and budget. A permanent saving of three posts is to be achieved through the merger. This saving can be achieved in particular through synergies and more efficient processes in the area of internal administration and management structures.
The office management, the administration department, the school network department and the equipment and procurement department will be housed together in the Moritzhof office building. This will ensure short distances and good internal communication. In addition, it makes sense to locate the newly formed Office 40 in the city centre due to its numerous contacts with citizens.
The changed administrative structure must also be matched by appropriate committee responsibilities. The administration therefore proposes that a culture committee and a school and sports committee be formed in future. The corresponding amendment to the main statutes is to be submitted to the City Council on 17 December 2014.
In 2013, the City Council instructed the administration to implement some of the consolidation measures proposed by the consultancy firm Rödl & Partner. Furthermore, it was determined that as part of the "City Administration Chemnitz 2020" project, the administration and city council would jointly discuss various review mandates for administrative development. One of the topics to be addressed was a fundamental examination and reorganisation of the "Schools" area. As a result of the analyses, the administration was commissioned to prepare the merger of the school and sports departments after presenting and discussing a comparison of options.
