Replacement: City has building on Annaberger Straße demolished for safety reasons

The building permit office of the city of Chemnitz has ordered the demolition of a building at Annaberger Straße 110. Preparations for the removal are currently underway.
Parts of the roofing, the wooden roof support structure and ceilings on the upper floors have already collapsed. The persistent soaking of the building and the subsequent infestation of dry rot and other wood-destroying fungi have damaged the load-bearing and bracing components to such an extent that the building is no longer stable and poses a risk to public traffic areas.
Experts commissioned by the City of Chemnitz came to the conclusion that the historic building is in such a poor structural condition that it can no longer be preserved and renovated at a reasonable cost.
As the owner has not complied with the request to demolish the building since August 2017, the City of Chemnitz has commissioned the demolition of the building as part of a substitute fulfilment. The costs for this amount to 53,000 euros.
The half-sided road closure out of town in front of the building at Annabergerstraße 110 is scheduled to last from 12 February 2018 to 2 March 2018 due to the demolition work.
The Free State of Saxony was the owner of the cultural monument from 2001 to 2016 on the basis of a fiscal inheritance. Despite repeated requests from the Chemnitz building authorisation office, the necessary safety measures were not carried out. The property was sold in 2016. This new, private owner also failed to fulfil his maintenance obligations.
In March 2017, the building permit office therefore issued an order for partial demolition up to the upper edge of the 2nd floor with the installation of an emergency roof and threatened the city of Chemnitz with substitute performance.
As the owner did not carry out this safety measure on time, the city's building management prepared the partial demolition as a substitute measure. During the preparatory measures in August 2017, it was determined that the damage to the wooden structure throughout the building had increased to such an extent that it no longer had sufficient load-bearing capacity to partially preserve the building.
The building is part of a semi-detached house. The owner of the other part of the building - Annaberger Strasse 110a - initially intended to purchase the neighbouring building. For this reason, he inspected the property with the aim of preserving it and announced an expert opinion that would prove that complete demolition could be avoided through emergency safety measures. The "cost estimate for emergency repairs" submitted on 2 February 2018 was examined by the lower building supervisory authority, with the result that the proposed measures to preserve the building are inadequate and not very sustainable and that complete demolition of the building is unavoidable to avert danger. The demolition work is scheduled to begin next week.
