Reorganisation of the Flemmingstrasse child and youth emergency service
The child and youth emergency service (KJND) is to be reorganised in the near future. This will be on the agenda of the upcoming youth welfare committee in August. This is in response to the aggravated situation on site and complaints from local residents. One of the causes is the large number of arrivals in recent weeks. These quickly led to overcrowding at the centre, which has a maximum capacity of 17 places and up to 25 in exceptional cases.
For this reason, city councillors have agreed with the administration that the structure of the KJND is no longer up to date and needs to be revised. The location for the KJND on Flemmingstraße is to be abandoned. However, structural changes are also necessary: in particular, the size of the centre and the mix of young children up to the age of 6 with young people seeking protection or just accommodation and young offenders with serious criminal records is no longer acceptable.
The operation of the KJND will be put out to tender again. The new concept envisages two decentralised residential units with a maximum of six to eight places, which will be distributed throughout the city in convenient locations. It has not yet been decided where this will be. Children/young people between the ages of 7 and 17 will be cared for here. These decentralised residential units are to be operated by a provider or provider association. An expression of interest procedure is being carried out for this. This change will be associated with a conceptual reorganisation of the KJND.
In order to ease the situation on site, an alternative accommodation option for young people who do not require intensive care in accordance with Section 42 SGB VIII will be sought immediately. Discussions are already underway with an independent organisation. The rapid commissioning of a maximum of six places would help to ease the situation during the transitional period. There are also plans to separate out the toddler area, 0 to 6 years. This is to be incorporated into the former Haus der Familie, Parkstraße 26, at the Kinder-, Jugend- und Familienhilfe e.V. organisation.
