Reorganisation of the child and youth emergency service
Preparatory measures for new buildings on Chopinstrasse and Reichenhainer Strasse have begun
The City of Chemnitz's emergency child and youth services are being reorganised, i.e. decentralised.
To this end, two new facilities are being built at Chopinstraße 2 and Reichenhainer Straße/Augsburger Straße 99 - 101, each with eight places for the age group from 7 to under 18 years. For children from 0 to 6 years of age, the toddler shelter has already been available since 1 June 2019 with six places under the auspices of Kinder-, Jugend- und Familienhilfe e.V. at Parkstraße 26.
This week, preparatory construction work began at Chopinstraße 2 and Reichenhainer Straße/Augsburger Straße 99 - 101 with site clearance and tree felling.
Residents were extensively involved and informed in advance and many discussions were held. The Youth Welfare Committee followed the project very closely and was actively involved in the planning of the project. Back in August 2018, the Youth Welfare Committee decided to decentralise the emergency child and youth services and to invite tenders for new sponsorship. In February 2019, the KJND was jointly transferred to the Internationaler Bund Mitte gGmbH for education and social services and the SFZ Förderzentrum gGmbH. On 1 July 2019, SFZ Förderzentrum gGmbH took over sole sponsorship and will continue to operate the KJND at Flemmingstraße for the time being until the two new decentralised facilities are completed.
The current location of the KJND at Flemmingstraße 97 is no longer up to date. In particular, the spatial structures of the centre and the mixture of young children and adolescents seeking protection or just accommodation, as well as young prolific offenders, are no longer acceptable. In response to the escalating situation on site and the complaints of local residents, the current location on Flemmingstrasse will be abandoned as soon as the two new decentralised locations are completed.
Construction work on both new buildings is due to start soon. The aim is for both facilities to be completed at the same time if possible in order to realise the concept described. Construction is expected to take one year. The construction costs for both new buildings are expected to total approx. 4.7 million euros.
The search for a location for the new buildings was very complex and challenging. The requirements of the Saxon State Ministry of Social Affairs for Social Affairs and Social Cohesion for the operation of youth welfare centres (VwVJugHIE) and accessibility also had to be met, and other legal requirements, e.g. from the state youth welfare office or the health authority, had to be taken into account.
