Planning steps decided for building construction measures in the coming year
At its meeting today, the City Council decided to initiate the necessary planning steps for the listed building construction measures in the following budget and to include the necessary funding in the budget. The realisation of the measures is subject to the availability of budget funds and subsidies.
New town hall - renovation of the fire extinguishing system
The renovation of the fire extinguishing pipe is necessary for fire safety reasons. This is to be converted to a dry fire extinguishing pipe. The project is scheduled to begin in the first quarter of 2017 and be completed in the fourth quarter of 2018. The costs amount to 450,000 euros.
New town hall - renovation of the council cellar
The basement ceiling of the New Town Hall needs to be upgraded for building regulations and fire safety reasons. In addition, the interior of the Ratskeller area urgently needs to be drained, the electrical wiring and the heating, ventilation and sanitary systems need to be replaced and fire safety requirements need to be met. The project is scheduled to begin in the first quarter of 2017 and end in the fourth quarter of 2018 at a cost of two million euros.
Ludwig Richter primary school - changing area and outdoor facilities
The school building was completely renovated during the school building construction programme by mid-2015. However, the changing areas for the sports hall at Ludwig Richter Primary School are currently still located in the school building. For this reason, an extension is to be added to the sports hall to house the changing rooms. Extensive and large-scale renovation work is also planned for the school's outdoor facilities. The project is scheduled to start in summer 2017 and be completed by the end of 2018 at a cost of 650,000 euros.
Gablenz Secondary School - Drying out and façade
A section of the school building on the schoolyard side was already drained in 2015. In order to prevent moisture from penetrating this area again, it is necessary to continue or complete the drainage work. The project is scheduled to start next summer and be completed by the end of 2018 at a cost of 660,000 euros.
Josephinen High School - ceiling refurbishment/fire protection
During the school building construction programme, the second structural escape route was created in the Josephinenplatz 9 school building in 2013 and 2014. With the completion of the second school building at Agnessstraße 11, it is now possible to temporarily relocate classes in order to upgrade the fire protection ceiling and renew the building alarm system. The project is due to start in summer 2017 and is scheduled for completion at the end of 2018. The costs amount to 750,000 euros.
Municipal swimming pool - renewal of large-scale water technology
The filter technology of the swimming pool water treatment system, which was last refurbished in the early 1990s, is to be replaced in order to ensure the water quality in the long term. After 30 to 40 years, these systems are at risk of becoming technically irreversibly worn. The project is scheduled to begin in mid-2017 and end in mid-2018 at a cost of 250,000 euros.
Richard Hartmann Hall - renovation of the sports floor
The sports floor in the Richard Hartmann Hall, which is used for school sports and as a training and competition venue for the NINERS, who play in the second national league, needs to be replaced. It is worn out due to wear and tear over time and heavy use. There are considerable defects in terms of slip resistance. A parquet floor will be laid, as this sports floor is required in the second national basketball league. The project is scheduled to start at the beginning of 2017 and be completed at the end of 2018 at a cost of around 228,000 euros. 50 per cent funding is planned.
Multipurpose athletics hall in the Sportforum - renovation of security lighting and voice alarm system
The voice alarm and safety lighting systems in the multi-purpose athletics hall are around 20 years old and technically worn out. As there are no longer any spare parts for either, the systems need to be replaced. Funding can be applied for next year so that the project can be completed by the end of 2019. The costs amount to 264,400 euros. 60 per cent funding is planned for this.
Markersdorfer Straße gyms - complete refurbishment
Both gyms in Markersdorfer Straße are in a very worn condition and need to be renovated in terms of energy efficiency, including the façade, windows and roof. One of the two halls has already had to be closed due to break-ins and moisture damage to the hall floor. The floor in this hall therefore needs to be replaced. The other gym is currently still in use but needs to be renovated. The project is scheduled to start at the beginning of 2017 and be completed at the end of 2019 at a planned cost of 1.5 million euros. 50 per cent funding is planned for this.
Olympic Training Centre Chemnitz/Dresden e. V. - refurbishment
The current building of the Olympic Training Centre Chemnitz/Dresden e. V. (OSP) is in a dilapidated condition and no longer meets the requirements for stability, fire protection and thermal insulation. By renovating the former "Haus des Sports" into a sports boarding school and subsequently vacating the former boarding school, the OSP will be able to move into one floor of the future "Haus des Sports". The project is scheduled to start at the beginning of 2017. Completion is scheduled for the end of 2019 at a cost of 1.42 million euros. Of this, 60 per cent is earmarked for subsidies.
Sportforum indoor swimming pool - refurbishment of functional building, pool water technology and ventilation system
The ventilation systems in both the changing rooms and the indoor swimming pool are to be refurbished in the indoor swimming pool, which was built in 1975. The system in the changing areas is outdated, meaning that the rooms are not supplied with the required air volumes. In addition, there is moisture damage to the building. The system in the indoor swimming pool area also needs to be refurbished, as the energy efficiency and effectiveness of the heat recovery system is no longer guaranteed due to its 17 years of age. Multi-stage heat recovery is now standard in the indoor swimming pool, which is subject to high levels of humidity, also with the aim of maximising dehumidification performance. The technical swimming pool water system also needs to be modernised in order to maintain the water quality. Due to the dilapidated condition of the functional building of the indoor swimming pool, the sanitary changing rooms, the windows and doors, the roof and the façade are to be renovated to improve energy efficiency.
Day care centre in the Glösa district
Due to the predicted increase in the number of births in Chemnitz, the capacity for crèche, kindergarten and after-school care places needs to be expanded. For this reason, a new or expanded daycare centre is to be built in Glösa-Draisdorf. A decision has not yet been made as to whether to renovate or demolish and rebuild the "Freigut" site. The project is scheduled to start in summer 2017 and end in 2020. The costs amount to three million euros.
Park railway - extension of Küchwaldwiese station building
The railway station building is in need of renovation. As part of this, the station building is to be converted, refurbished and extended to make it accessible for disabled people, with disabled access to the building, the installation of a disabled WC and the creation and renovation of sanitary and social facilities by constructing an upper floor. The railway station has its own sewage system, which must be inspected and, if necessary, renovated during the construction work. The project will start this year. The project is scheduled to end in 2018. The costs amount to 450,000 euros. Around 83 per cent of this is planned in funding.
