Over-allocation of funds for construction measures at schools and a daycare centre

The current situation of massive price increases in the construction industry poses considerable problems for building management and building construction. There are several reasons for this development: the ongoing positive economic situation, high demand on the housing market, stable and favourable interest rates and infrastructure measures by the public sector.

The construction boom, combined with the increased shortage of skilled labour in the construction industry, is leading to price developments that are breaking the previously calculable mould. This is currently becoming clear, for example, in the results of public tenders.

As a result, projects are showing considerable additional requirements, which generally have to be covered at short notice, as otherwise contracts cannot be awarded and construction processes are cancelled or construction measures themselves have to be called into question.

Additional requirements due to rising prices arise for the following investments:

  • Glösa primary school (501,000 euros)
  • Josephinen secondary school, renovation of sports hall (121,500 euros)
  • Reichenhain primary school (44,060 euros)
  • Sports hall Agnesstraße 11 (18,840 euros)
  • Obere Luisen primary school (12,600 euros)

There are further reasons for the increased costs of the following measures:

  • Borna primary school (956,000 euros): Additional costs for the master builder, carpentry and dry construction work resulted from hidden building defects, which had to be rectified without fail. Additional costs were also incurred as a result of construction time extensions due to delays caused by public procurement law. The additional costs may be eligible for subsidies.
  • Walter-Ranft-Straße daycare centre (EUR 545,000): Due to the extended use of the property on the ground floor, a new wastewater connection including a new service system will be necessary. This is associated with additional expenditure in the area of the floor slab. Furthermore, the structural design and static requirements will result in additional costs.
  • Lower Luisen secondary school (76,000 euros): During the preparatory planning of the barrier-free access route, the affected area must be drained, as otherwise the disabled access would have to be dismantled in connection with the pending drainage.
