Over-allocation of funds to increase capacity at schools
Based on the enrolment figures and the forecast pupil numbers from the State Office for Schools and Education (LASuB), it is assumed that there will be increased demand in the primary school and planned districts, which is to be covered by new building measures and the construction of mobile classrooms. They will be included in the update of the school network plan, which is still to be decided and will be submitted to the city council for approval in November 2018. In addition to the new construction measures and the construction of mobile classrooms, immediate measures to increase capacity were initiated at the following schools in order to be able to immediately secure the corresponding short-term requirements in 2018:
- Baumgarten Primary School Grüna (expansion of 3rd upper floor)
- Flemming primary school (realisation of four classes within the ongoing general refurbishment)
- Philippstrasse secondary school (measures for use as a temporary alternative building)
- Secondary school at the airport (expansion of previously non-school areas)
- Clinic school (fire protection measures until final decision on future accommodation)
These immediate measures were pre-financed from the budget for the structural maintenance of schools in the 2018 financial year, as including the requirements in the 2019/2020 budget planning would have led to considerable delays. However, as the funds are required in the budget for the planned school authority tasks in 2018, it is necessary to provide additional funds to offset the aforementioned pre-financing. This is covered by additional income from general key allocations.
