New sports centre statutes adopted

At its meeting today, the city council approved the new statutes on the allocation and use of sports facilities in the city of Chemnitz - sports facility statutes.
The previously valid statutes from 2011 were editorially revised and a number of passages were added, largely using formulations in understandable language.

Among other things, the need for school sports facilities was added. Furthermore, the use of sports facilities for health prevention projects is also regulated. The basic framework time for schools has been extended to 4 p.m., as is already the case in practice. The basic playability of existing and new artificial turf pitches has also been emphasised, which will help to reduce the need for indoor times for football clubs, among others.

A new addition is the weekend allocation, which corresponds to current practice. This means that municipal sports facilities can only be used at weekends by sports clubs that are members of the Stadtsportbund Chemnitz e. V., sports associations or for major sporting events, as well as for health promotion and prevention projects. Exceptions can be regulated by contract.

In the new statutes, the time window between the application deadline and the provisional announcement of the allocation has also been shortened in the interests of club users. This is intended to ensure that all users are aware of the hall usage for the majority of the usage times in the afternoons and evenings before the start of the holidays and that usage can commence as planned on the first day of school.

The exclusive application by the sports federations has been fundamentally changed, i.e. usage times for competitions and events in large sports halls must be applied for by the sports federations of the individual sports. Usage times for school competitions must be applied for by the State Office for Schools and Education or the schools directly. The new statutes also contain new and more detailed regulations on supervision and verification obligations.

Also new is the passage that users are prohibited from using the sports hall or area for extremist, racist, anti-Semitic or violence-glorifying activities or sectarian activities themselves or allowing others to do so. Infringements authorise the City of Chemnitz to withdraw the usage times. The handling of unauthorised advertising is also new.
