New regulations for child daycare facilities from 14 December 2020

On the basis of the ordinance of the Saxon State Ministry of Social Affairs and Social Cohesion for protection against the coronavirus SARS-CoV-2 and Covid-19, child daycare and after-school care facilities at primary and special schools in the city of Chemnitz will be closed from Monday, 14 December 2020.

The City of Chemnitz has made the following stipulations for the implementation of emergency care in child daycare facilities/child day care/after-school care in the period from 14 December 2020 to 10 January 2021:

Emergency care will only be provided if

  1. both legal guardians or the sole legal guardian or, in cases of contact arrangements, the legal guardian currently applying for care in accordance with Annex 1 of the Corona Protection Ordinance is working and is prevented from caring for the child for work or business reasons.
  2. only one of the legal guardians is working in accordance with Annex 2 of the Corona Protection Ordinance and is prevented from caring for the child for work or business reasons and care cannot be provided by another legal guardian, or
  3. the youth welfare office determines the need for emergency care due to an otherwise imminent threat to the child's welfare.

The child day care facility must keep the original form until the end of 31 January 2021 and then destroy it immediately.

Provisions for emergency care:

  • The children are cared for in fixed groups in their daycare centres during normal opening hours. The separation of crèche and nursery age care is cancelled.
  • Restrictions on opening hours are to be avoided wherever possible in order to enable the group of people entitled to care to carry out their professional activities without restriction.
  • Children in day care centres are cared for during normal opening hours if there is an entitlement to emergency care.
  • Schoolchildren in grades 1 to 4 and primary school children at special schools are looked after by teachers during school hours in the mornings. After-school care takes place during the regular after-school care hours. During the Christmas holidays, the after-school care centre provides all-day care.
  • Parents can indicate the required care time by means of a change notification and pay the corresponding parental contribution for the period of emergency care. The excess parental contributions paid will be offset in the following month.
  • The facilities organise the drop-off and pick-up situation according to the spatial requirements. Meetings between parents/authorised representatives are to be avoided. Parents/authorised representatives must wear a face mask when dropping off and picking up children.
  • Familiarisation of new children is only possible if there is an entitlement to emergency care.
  • Parents must continue to document on a daily basis that their children have no symptoms of COVID-19. The "Confirmation of health" template should continue to be used for documentation purposes. This applies to children up to pre-school age.
  • Children who show typical COVID symptoms will not be cared for until a negative certificate is available. The centre management may refuse to provide care if there is any doubt about the child's state of health. Parents will be informed of this on record.
  • There are currently no decisions from the Free State of Saxony regarding the handling of parental contributions. Further information will be provided by the City of Chemnitz as soon as possible.
