New daycare centre requirements plan up to 2020 presented
City of Chemnitz creates more childcare places
The Office for Youth and Family Affairs has presented a new daycare centre requirements plan, which is valid until 2020. The aim of the daycare centre requirements plan is to implement the legal entitlement to education, upbringing and care for crèche and kindergarten children in a daycare centre or daycare facility and to provide sufficient after-school care places.
The last update of the daycare centre requirements plan was approved by the city council in June 2016. According to an analysis of statistical data from the City of Chemnitz, the number of resident children aged 1 to 11 increased by 695 children between June 2016 and June 2017. As at 30 June 2017, there were 4,526 children aged between 1 and 3 years, 8,490 children aged between 3 and 7 years and 7,832 children aged between 7 and 11 years living in Chemnitz.
The new daycare centre requirements plan now provides a forecast up to 2020. According to this, a total increase of 713 children with a legal entitlement to a childcare place in a daycare centre can be expected. The reasons for this are
- the increased number of births, resident children and the utilisation of places in recent years,
- the expansion of crèche places - especially in daycare - and the associated provision of a place in a daycare centre from the age of three,
- the increasing number of children from refugee and migrant families and
- the increasing number of students with children.
In addition to the additional place capacities already included in the demand planning (including the construction of two modular daycare centres in the city centre and in Glösa), the creation of place capacities is to be further developed in 2018 and 2019. An additional facility with 100 places is to be built in the Hilbersdorf district in order to meet the needs of the neighbouring densely populated districts of Sonnenberg and Ebersdorf. The daycare centre is to be operated by a recognised independent youth welfare organisation. A second facility with a capacity of 100 places is planned in the neighbourhoods of Kaßberg or Altendorf, provided that demand continues to grow. This will make it possible to meet the increased demand for daycare places in these neighbourhoods.
With the categorisation of the new capacities, the supply rate in Chemnitz will increase to 84.8% (currently: 75.9%) in the U3 sector, 96.2% (95.4%) in the Ü3 sector and 97.1% (94.9%) in the after-school sector by 2020.
In terms of content, the "Saxon Education Plan" will form the basis for the organisation of educational work in all Chemnitz daycare centres and childminders in the coming years. This forms the basis for concept development in the centres. The aim is to implement a pedagogy that, on the one hand, strengthens children's autonomy and, on the other, develops their ability to share social responsibility as a holistic and complex process. The design of stimulating and challenging learning environments, the imposition of topics, the organisation of the participation of mothers and fathers, family education, the provision of suitable framework conditions, cooperation with primary schools and networking in the community are just as much the basis of professional action in everyday paedagogical life as the observation of children.The new requirements for daycare centres are based on the new requirements for daycare centres, which are to be implemented in the future.
The new daycare needs plan will be on the City Council's agenda on 8 November.
