Local action plan "Chemnitz inclusive 2030" adopted
At its meeting today, the City Council confirmed the local action plan "Chemnitz inclusive 2030" as a long-term framework for action to implement the UN Convention on the Rights of Persons with Disabilities. The city is thus tasked with implementing the action plan by 2030, taking into account the respective time, legal, personnel and financial conditions.
The goal: By implementing the measures contained in the local action plan "Chemnitz inclusive 2030", all people in the city should be able to participate equally in all areas of life by 2030. This will be achieved in close cooperation with the creation of the Chemnitz Strategy 2040 and the measures for the European Capital of Culture 2025. The action plan is also geared towards urban development and takes into account plans such as school development, transport and public spaces.
Lord Mayor Sven Schulze comments: "Inclusion means that all people can participate in social life on an equal footing. With the 'Chemnitz inclusive 2030' action plan, which was developed in a broad participatory process, the City Council today adopted the basis for this equal participation of all citizens of our city. By 2030, we want to implement step-by-step improvements that will benefit everyone. I would like to thank everyone involved in the creation of the action plan and hope that they will continue to contribute to this issue."
The basis for "Chemnitz inclusive 2030" is the analysis of the status quo on the implementation of the UN Convention on the Rights of Persons with Disabilities at a local level from 2014. In September 2017, the city council passed a resolution instructing the administration to develop a local action plan based on the analysis of the status quo. Since 2018, more than 60 participants from civil society, organisations representing those affected, interest groups, sponsors and chambers, business, the housing industry and the city administration have worked together in six working groups to develop visions for "Chemnitz inclusive 2030" in the fields of work, education, culture, health and care, sport and leisure, mobility and housing, from which goals and measures have been derived.
The goals and measures developed were discussed with the public in workshops and online participation in June and September 2019. Chemnitz residents had the opportunity to participate in this process and provide feedback and additions.
The action plan contains a total of 136 measures. Measures that require funding for implementation are to be included in the budget plans for the coming years. To implement the action plan, a staff unit for inclusion is to be set up in the city administration.
Furthermore, an "Inclusion Steering Group" is to be formed. In this group, representatives from civil society, politics, administration as well as associations of those affected and the working groups of the six fields of action will work together. They will steer the work process for implementing the measures and further develop the action plan. With the involvement of the city council, the staff unit and steering group will set priorities and inform the city council about the status of implementation every two years.
It is planned that the "Participation Plan" will be published once again as a readable version and in plain language.
