City Council adopts the City of Chemnitz's fee regulations for the use of the city library
At its meeting today, the City Council adopted the City of Chemnitz's fee regulations for the use of the Chemnitz City Library.
The fee statute marks the changeover from private-law fees to public-law fees. It also regulates the fees for the use of the travelling library and the Wittgensdorf circulation desk as well as for the use of the new trial membership.
Experience has shown that the dunning procedure under private law is too time-consuming and costly for relatively small outstanding amounts. If public-law fees are charged instead of private-law fees, no separate reminder notice is required for overdue receivables. Accordingly, the Chemnitz City Library will no longer charge a fee of 10 euros for issuing a reminder before enforcement. The collection of overdue fees is carried out on the basis of a reminder from the Cash and Tax Office (reminder fee of 5 euros) and is much more cost-efficient because no bailiff needs to be commissioned.
With the takeover of the mobile library of the women's association "FACT e. V." by the Chemnitz City Library, it is planned to connect the mobile library and the Wittgensdorf circulation desk to the computerised library system and therefore only charge an annual fee of 5 euros for these. The Röhrsdorf and Klaffenbach lending centres will be run on a voluntary basis in the future. No annual fee will be charged for these.
From January 2016, a fee of 3.50 euros will be charged for a one-month trial membership. If you then register for a year, the trial fee will be deducted once from the annual fee.
An annual or daily fee is regularly charged for using the services of Chemnitz City Library. The annual fee for 12 months will remain unchanged at 20 euros from January 2016. When concluding a subscription contract including SEPA direct debit mandate, library users pay a more favourable annual fee of 18 euros. The daily fee for the use of stacks in the reading room and for one-time borrowing per item without paying the annual fee is 3 euros.
The City of Chemnitz fee regulations for the use of the Chemnitz City Library come into force on 1 January 2016. At the same time, the City of Chemnitz's fee regulations for the Chemnitz City Library dated 17 December 2014 (resolution no. B-038/2014 of the Chemnitz City Council) shall cease to apply.
