Handover: New vehicles and a boat for use in disaster control

The city of Chemnitz has received four new medical equipment vehicles (photo) from the Federal Office of Civil Protection for use in disaster control. The vehicles are part of Treatment Platoon 2 of the 25th Medical Task Force Chemnitz (25th MTF-C).
The disaster control water rescue group of the German Red Cross received a new multi-purpose work boat (photo) including trailer from the Free State of Saxony.
The vehicles and the boat will be officially handed over to the volunteer disaster relief workers of the Arbeiter-Samariter-Bund (ASB) Ortsverband Chemnitz und Umgebung e.V., the DRK Kreisverband Chemnitz e.V. and the volunteer fire brigades Glösa and Klaffenbach on Wednesday, 14 September 2016, 17:00 in Sachsenallee on the occasion of the 150th anniversary of the Chemnitz fire brigade.

Mayor Sven Schulze symbolically hands over the keys to the Chairman of the Board of ASB Ortsverband Chemnitz und Umgebung e.V., Manfred Barthold, and the Chairman of the Board of DRK Kreisverband Chemnitz e.V., Pierre Bartsch. The new vehicles and the boat and trailer, with a total value of around EUR 670,000, will improve the technical requirements of the disaster relief helpers so that they can provide even more effective assistance in the event of damage.

Information on the Medical Task Force (MTF) and the vehicles:
Based on the New Strategy for the Protection of the Population, the federal government has developed a concept for the Medical Task Force (MTF). 61 MTFs have been set up across Germany, including the 25th MTF in Chemnitz since 2011 in addition to Dresden and Leipzig.
An MTF is a tactical unit with special capabilities or special reinforcement potential to support regular disaster control and medical service units and is able, for example, to set up and operate a treatment centre for up to 50 people. The principle of the MTF is the situation-adapted combination of different specialised modules to deal with a specific disaster medical situation. The MTF can be deployed as a closed unit or in individual modules as required, even in daily emergency operations.
The new federal ambulance (GW San) is the core of the treatment sub-unit in the MTF. The crew of six and the equipment of the GW San allow for the initial treatment of seriously injured persons with the possibility of further treatment if transport to a hospital is delayed or not possible at short notice. The high-quality equipment allows immediate, independent treatment of injured persons without the need for additional equipment. This means that the federal ambulance is not only suitable for use in the treatment sub-unit, but can also be used to set up and operate patient staging and viewing points.
The GW San is built on a MAN chassis type TGL 10.220 4x2 BB as a road chassis. The permissible total weight is ten tonnes. The vehicle is equipped with a relay cab and can accommodate a crew of six. The vehicle will be converted by Wietmarscher Ambulanz- und Sonderfahrzeug GmbH in Wietmarschen. The equipment vehicle carries a 50 square metre tent, designed as a rapid deployment tent and filled with compressed air; the accessories include lighting and a tent heater. A portable power generator is carried to provide an independent power supply. The medical equipment includes ventilators, defibrillators, medication and infusions, stretchers, splint material, rescue boards and vacuum mattresses. Much of the equipment is stored in aluminium crates and aluminium baskets and is therefore easy to transport. The large and heavy pieces of equipment (tent and power generator) are loaded onto trolleys; the tent heater is also mobile. The vehicle will have a tail lift for the heavy equipment stored in the rear. The area around the tent can be illuminated with a floodlight. The area around the vehicle will also be illuminated to ensure safe working conditions.
Information on the multi-purpose work boat of the disaster control water rescue group (KatS-WRGr):
A total of four water rescue groups are stationed in the Free State of Saxony: City of Chemnitz, district of Görlitz, city of Leipzig and district of East Saxony-Switzerland-Erzgebirge.
The new boat is approximately six metres long and two metres wide. It is powered by two outboard motors, each with an output of 70 hp, giving the boat a total output of 140 hp. If one engine is damaged, for example in the event of high water or strong currents, the second engine can ensure that the boat can continue its journey safely. The boat also has other technical refinements that make it multifunctional. An electro-hydraulic bow flap enables back-friendly rescue of drowning persons. It also allows rescue divers to get into the water easily. Equipped with a radio-controlled searchlight and various LED spotlights, search and rescue operations can also be carried out at night. The search for drowned persons is supported by a sonar with GPS function for locating the position on the water. A mobile digital radio (MRT) can be used to maintain contact with the incident command and control centre at all times. Thanks to its robust construction, this boat is particularly well suited for disaster situations. With a possible payload of approx. one tonne, material such as sandbags, pumps or other emergency material can be transported by water in addition to seated and lying patients.
The KatS-WRGr provides assistance in the event of water-related disasters and incidents in and on the water involving a large number of people at risk.
In detail, the KatS-WRGr has the following tasks:
- Rescue and recovery of people and animals from hazards in and on the water and from ice hazards
- Providing assistance, including the supply of essential goods and services for people and animals trapped by flooding
- Assistance in combating floods and ice hazards
- Assistance in combating environmental hazards in and around water
- Helping to secure and rescue people and animals on, in and under water
- Assisting with the evacuation of people and animals on and from the water
