The feasibility study commissioned by the city of Chemnitz for the construction of a multifunctional hall for sport and culture between Brückenstraße and Käthe-Kollwitz-Straße has been completed. Three different variants were analysed, which differ primarily in terms of size and capacity for spectators.
As a result, the feasibility study concludes that a hall with a capacity of approx. 8,000 spectator seats for sporting events and 8,500 seats for concerts, for example, can be realised at the location in terms of urban planning and architecture. The study also confirms that all legal requirements for noise protection can be met at the site.
At the same time, the location poses particular challenges in terms of hall construction and the associated economic viability, as the investment costs will be significantly higher than for a greenfield hall. The arena will not be economically viable from the forecast revenue alone. The construction of such halls of comparable dimensions costs between 100 and 250 million euros in Germany. The costs calculated for the multifunctional hall concepts are all above the average for comparable arenas in Germany. The main reasons for this are the inner-city location, the associated building regulations and the technically demanding handling of the existing underground car park. These factors lead to significantly higher planning and, in particular, construction costs, which have a direct impact on the overall costs.

The study was awarded to the internationally renowned planning office AS+P Albert Speer + Partner GmbH following a selection process. From the outset, the process involved not only city departments such as the Urban Planning and Property Office, the Transport and Civil Engineering Office, the Office for Building Management and Structural Engineering and the Environmental Office, but also the stakeholders from the urban community who promoted and proposed this project, as well as Niners Chemnitz GmbH. The study was funded by the Free State of Saxony from the "Special regional initiatives" funding programme.
