Determinations of the City of Chemnitz on restricted regular operation in daycare centres from 1 December 2020

On the basis of the "Joint Recommendations on Restricted Regular Operation in Childcare Facilities" published by the SMS/SMK on 27 November 2020 and Section 5a of the new Saxon Corona Protection Ordinance, the City of Chemnitz makes the following stipulations regarding restricted regular operation in childcare facilities:

  • Everyday life in the daycare centres follows the principle of strict separation of care groups and caregivers as well as the consistent avoidance of the meeting of children from different groups and the associated staff in the buildings and open spaces of the daycare centres. This can also lead to restrictions in the opening hours of the daycare centres.
  • Work based on open or partially open concepts must be discontinued.
  • The providers of the daycare centres are responsible for deciding whether to restrict opening hours. However, this must be limited to what is absolutely necessary.
  • Parents can indicate the changed care hours from 1 December 2020 by means of a change notification and pay the corresponding parental contribution for the period of restricted regular care.
  • In accordance with § 12 Para. 1 SächsKitaG, the work of the specialised staff can be supported by other suitable employees and by parents. The provider is responsible for the selection and deployment of supporting staff. It is also important here that a fixed assignment is maintained in order to ensure traceability.
  • The organisation of the educational work (formation of fixed groups/areas, organisation of the early and late shift situation, organisation of the drop-off and pick-up situation) is carried out in close coordination with the elected parent representatives of the groups.
  • The general hygiene regulations apply in the facilities: keep a distance of at least 1.5 metres, and persons outside the facilities must wear a face mask.

    Supervised children are generally exempt from wearing a face mask.

    Educational staff are obliged to wear a face covering if the minimum distance between educators and persons from outside the facility is not observed.
  • After-school care for pupils at primary and special schools is to be organised as far as possible during school hours as part of the class group. This can lead to restrictions in the opening hours of the after-school care centre, in particular the provision of care in the early and late morning.
  • If so-called "collective groups" are unavoidable in the early and late after-school care centres, the carers are recommended to wear a face mask.
  • All children of the sponsor Integrative Sport- und Bildungsförderung Chemnitz e. V. (ISB) are looked after in the after-school care centre of the primary school they attend during the restricted regular operation of the day-care centres.
  • If after-school care does not take place in a separate after-school care centre at the school, but in other day-care facilities, the after-school children should at least be cared for separately from kindergarten and crèche children as well as separately according to school and class level.
  • The centre management shall ensure that only a limited number of persons from outside the centre who bring or collect a child are on the premises of the centre.
  • Parents and all persons from outside the centre are not permitted to enter the group rooms and washrooms. Exceptions can be made for parents during the child's familiarisation phase at the facility.
  • Parents must document on a daily basis that their children have no symptoms of
    COVID-19 are present. The "Health Confirmation" form must be used for this purpose.
    If this declaration is missing, the child will not be taken into care on that day.
  • If a positive case (child or carer) becomes known, the facility management will ban the parents from entering the facility and ensure that the children are collected. The use of public transport is to be avoided.
  • The centre ensures that parents are informed of any measures taken (closure, partial closure, opening of the centre). In the event of positive cases or defined quarantine measures, transparent information is provided in compliance with data protection regulations.
  • Daycare centres are not subject to "restricted regular operation", but can continue to work in "regular operation under stricter coronavirus protection measures". This is because the small, fixed groups of up to a maximum of five children in daycare centres allow for individual care by just one carer in fixed premises. This provides a protected and manageable setting for both the children in care and the day carers and thus better protection against infection.
