Concept of the city police service adopted
At its meeting yesterday, the city council approved the concept for the city police service in the city of Chemnitz. The concept involves an increase in personnel to 22 positions by 2017. The increase of seven positions is intended to strengthen the field service in the city of Chemnitz. The aim is to achieve a reduction in administrative offences in public spaces and to increase the feeling of safety among citizens in the city.
The general working hours of the public order service are set from 6 am to 10 pm.
Two teams of two will be out and about in the city in two shifts during the week and in one shift on Saturdays. The main focus of the work will be on checking playgrounds, green spaces, dogs (off licence, off lead), cars (expired main inspections, unregistered vehicles), as well as punishing unauthorised special uses and aggressive begging.
In addition to the increase in the city's police force, the establishment of an operations coordination centre is planned. The following work priorities are planned for this: Receiving reports and requests for assistance within the area of operation, supporting local units with information, reinforcing and networking with the authorities to be called in, and providing information to the police. The Operations Coordination Centre is intended to be the point of contact for the police department, security authorities, street workers and neighbourhood managers in the event of acute problems in the area of security and order at the City of Chemnitz Public Order Office. The aim is to respond immediately to a particular situation. A well-functioning internal service is also indispensable for management and communication in the event of incidents such as major events, bomb blasts and disaster operations.
According to the Police Act, the employees of the municipal police service are regarded as municipal law enforcement officers and have the status of police officers. This also includes the use of police enforcement powers (direct coercion, confiscation, seizures, identity checks, banning orders and detention). In addition, the specialised authorities are supported in the enforcement of various special laws (e.g. road traffic regulations, trade regulations, assembly law and waste law, etc.).
The city council is informed annually about the targets set and developments.
