Closing event for the KiQ project: Cooperation in the neighbourhood
Presentation of Chemnitz model project Brühl in Berlin
Yesterday, Monday, the final event of the pilot project "KiQ - Cooperation in Neighbourhoods" took place at the Umweltforum Auferstehungskirche in Berlin with the participation of Chemnitz. Chemnitz is one of 14 pilot projects in the project "Cooperation in the neighbourhood with private owners to secure the value of inner-city properties" (KiQ for short). Since 2012, the approach has been used to get in touch with the various private owners on Brühl and work with them to enable the development of Brühl.
Chemnitz now had the opportunity to present the Brühl and the results achieved here in recent years at the end of the pilot project in Berlin. Bernd Weber and Gesine Biehle from Haus und Grund Chemnitz and Dr Urs Luczak, Brühl Manager of the City of Chemnitz, presented the city's activities on the Brühl.
The presentation was hosted by Florian Pronold, Parliamentary State Secretary at the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, and Dr Rolf Kornemann, President of Haus & Grund Chemnitz. Rolf Kornemann, President of Haus & Grund Deutschland, representing the initiators of the KiQ project, welcomed the 200 or so guests in attendance, including the President of the Federal Office for Building and Regional Planning, Petra Wesseler.
KiQ is a research field of the Federal Office's "Experimental Housing and Urban Development" programme. This involves local authorities and owners' associations testing the development of cooperation on an equal footing in order to jointly involve private owners in neighbourhood development and initiate investments.
KiQ in Chemnitz
Since 2012, all individual owners have been identified and contacted via the project. Personal discussions were held and owners' meetings were organised in order to find out about the interests and concerns of the property owners and to work towards the development of the building fabric and inner courtyards on Brühl.
Together with the Brühl management, round table discussions were organised with all the owners of the respective blocks. With the support of a landscape architect, for example, joint plans for the inner courtyards were developed and, in the case of block 1 on Brühl (Brühl/Untere Aktienstraße/Karl-Liebknecht-Straße/Georgstraße), also implemented with funding, with a shared square and play areas, shared access routes and waste disposal facilities. A monthly owners' meeting provides information about current events on Brühl. There is also close cooperation between the SOP funding programme, Brühl management and KiQ. For example, KiQ is represented on the Brühl committee and the owners are jointly informed about topics such as funding opportunities and energy-efficient refurbishment.
The KiQ project in Chemnitz was particularly successful in gaining the trust of individual owners, establishing communication on an equal footing and creating motivation and incentives for the further development of the neighbourhood. Individual communicative approaches with the owners and Haus und Grund are to be continued even after the KiQ project ends in May.
