City Council decides to withdraw the City of Chemnitz from the KISA special-purpose association
At its meeting yesterday, the City Council approved the draft resolution B-125/2014 submitted by the administration on the "Withdrawal of the City of Chemnitz from the special-purpose association KISA - Kommunale Informationsverarbeitung Sachsen".
The City of Chemnitz had been recruited for membership with the argument that no levy would be charged. Based on this statement, the city decided to join the special-purpose association KISA. The Chemnitz City Council unanimously confirmed this in 2011.
Unfortunately, KISA's economic situation has deteriorated dramatically in recent years. This is due in particular to the fact that KISA did not cover its costs for many years. After it became known that the special-purpose association was in financial difficulties, the situation was addressed and a restructuring concept was drawn up, the broad outline of which was presented at the association's meeting on 7 April 2014. This also includes the levying of a levy. The City of Chemnitz rejects a levy, as the liabilities of the special-purpose association arose primarily in the period before the City of Chemnitz became a member and therefore the City of Chemnitz cannot help to reduce the deficits. Another reason for the City of Chemnitz's withdrawal from the KISA special-purpose association is that those responsible have not satisfactorily addressed the obvious imbalance in the special-purpose association.
Through KISA, the City of Chemnitz has been using the standardised Saxony-wide DIWO housing benefit procedure for many years and the electronic civil status register in the registry office since 1 January 2011; other applications offered by KISA are not used.
