City Council decides to move the Technical Town Hall to Contiloch

Chemnitz Technical City Hall will move to the city centre. This was decided by a majority of the city council yesterday. In doing so, the city council is following the administration's proposal, which was the result of a market survey and a study of alternatives. The decision was preceded by an intensive debate in the committees.
"We hope that the development will provide new impetus for the development of Chemnitz city centre and connect the Sonnenberg, for example," said Lord Mayor Barbara Ludwig. "I am delighted that we now have the opportunity to remove an eyesore like the Contiloch, for which no investor has been found for decades."
From 2018, around 650 employees will work in a new building in the so-called "Contiloch" on Dresdner Platz. In the Claus Kellnberger Grundstücksverwaltung building, which is yet to be constructed, the city of Chemnitz will also save more than 1.23 million euros in rental costs per year. Renting a building is significantly cheaper for the municipality than building it itself. At the previous location, the city has paid more than 42.3 million euros since the start of the lease in 1998, and currently pays 2.99 million euros per year, which corresponds to 12.09 euros per square metre.
A market exploration procedure was carried out in the summer for the search for applicants and locations in the city centre. The offers were subjected to an evaluation process. In addition to economic aspects such as the rent and additional costs, possible urban development impulses emanating from the relocation were also considered. Overall, the offer from Kellnberger Grundstücksverwaltung was the most convincing and was therefore proposed to the city council for a decision. The basic rent of 8.90 euros per square metre will save the city of Chemnitz more than 1.23 million euros per year. Kellnberger Grundstücksverwaltung's offer is also convincing in functional terms; the rental property fulfils all the requirements of the City of Chemnitz's space book, which describes the administration's requirements for the building.
In addition, it eliminates a long-standing urban development problem with the "Contiloch". By closing gaps between buildings, the neighbouring public spaces, the neighbouring buildings and their tenants all benefit.
It can be assumed that the new location will provide important impetus for further city centre development. In addition to 650 office employees, visitors to the town hall will also enliven the city centre. The relocation of the municipal offices formerly housed in the Peretzhaus to the Bürgerhaus Am Wall had already helped to strengthen the city centre. Last but not least, the future Technical Town Hall is in a good location with its immediate proximity to the main railway station and therefore good public transport connections, as well as being within walking distance of the city centre. The administration received further offers for sites in the Schmidtbank-Passage and Brückenstraße, which also envisaged a new building.
The move to Dresdner Platz is accompanied by a reduction in the required space to a maximum of around 17,500 m². This is made possible by the reduction in jobs in recent years and a more efficient room layout in the new building. The offices of the Building Department, which were previously housed in the Technical Town Hall, will continue to be housed at a shared location in order to maintain the associated synergies. The parts of the Social Services Department previously located on Annaberger Strasse are to move to the Moritzhof Citizens' Administration Centre.
In an urban development contract, the investor has undertaken to build the entire complex. This means that, in addition to the car park deck and the part used by the city administration, the sections that are to be offered to other tenants will also be completed at the same time.
