City Council decides on reorganisation in the area of culture
City library, adult education centre, museum of natural history, cultural office, music school and city archives will be under one roof in future: Office 41 - Cultural Operations
To ensure that the TIETZ continues to be a central and popular point of contact for Chemnitz residents in terms of education, culture and art and that this can be developed, expanded and thus continued in a targeted manner, the city council decided today at its meeting on 1 July 2015 to form a new organisational unit under the name "Amt 41 - Kulturbetrieb" and, as a prerequisite, to dissolve the in-house operation Das TIETZ. In the future Kulturbetrieb, the City Library, Adult Education Centre and Museum of Natural History, which were previously established under the umbrella of the Eigenbetrieb, will be merged with the municipal institutions Kulturbüro, Musikschule and Stadtarchiv under one management and administration. The allocation to Department 5 will be retained. The reorganisation will bundle all of the city's cultural tasks (with the exception of the Chemnitz Art Collections and Chemnitz Municipal Theatres) and strengthen the TIETZ as a location for culture in Chemnitz.
The City Council also instructed the administration to integrate all positions and employees of the TIETZ into the city administration and to initiate and implement the necessary organisational, personnel and financial measures. The integration of the city archive into the structure of the new cultural enterprise creates the opportunity to exploit synergies through jointly organised events and to reach a wider audience. In addition, an overall concept for the cultural institutions housed in the TIETZ - the city library, adult education centre and natural history museum - is to be presented by the end of March 2015, taking into account the results of the "TIETZ future concept" working group.
Background: At its meeting on 18 December 2013, the city council passed resolution B-280/2013 "City Administration 2020", which instructed the city administration to examine the integration of the cultural office into another office or, alternatively, the dissolution of the TIETZ. With the participation of all political groups, the topic was examined in the Strategy Committee and the result was that the TIETZ should be strengthened as a location for culture in Chemnitz, the cultural office should be integrated into the building and the existing parallel structure in the administration of the cultural institutions should be eliminated. As a result of an organisational study, the establishment of an efficient cultural enterprise was favoured by merging the administrations and eliminating parallel structures, with which synergies could be exploited in the medium term without having to cut back on the services provided to citizens by the institutions.
The City Library, Adult Education Centre, Museum of Natural History, Cultural Office (new: Cultural Management) and Music School will remain unchanged in their range of tasks and will each be given the status of a department within the cultural sector. All the administrative tasks of the institutions will be centralised in an administration department in order to create synergies and organise a better level of accountability.
The TIETZ, a building that is not least a landmark of the cityscape, will become the headquarters of the cultural organisation and its departments. The music school and the city archive will remain at their current locations despite being part of the cultural organisation.
At the same time as the review mandate with resolution B-280/2013, the City Council also commissioned a working group to submit an overall concept for the further development of the TIETZ in its meeting on 18 December 2013 with resolution B-276/2013. The result was submitted to the city council groups in September 2014 and is to be optimally integrated into the further organisation of the cultural enterprise by the future head or cultural manager of the cultural enterprise.
Fee structure and fee schedule for the adult education centre adopted
Two draft resolutions on the Adult Education Centre that were on the agenda of the meeting were also adopted today: The fee schedule (B-261/2014) regulates the fee rates for freelance and part-time employees of the Chemnitz Adult Education Centre. The fee regulations (B-232/2014) regulate the provisions according to which private-law fees are charged for participation in the events and the use of services of the Adult Education Centre - insofar as these offers are not free of charge. Both regulations come into force on 02/01/2015.
