City council decides on building construction measures

At its meeting today, the City Council decided to implement the following construction measures with construction starting in 2017 and 2018.

Recommissioning of the paternoster in the town hall - decision to carry out construction work

In order to put the old paternoster in Chemnitz City Hall back into operation, the entire control system needs to be replaced. The existing cabins will be retained but visually upgraded. The walls and ceilings in the access areas will be renovated and refurbished. Natural stone panelling and floor coverings will be refurbished and any imperfections replaced. In accordance with fire protection requirements, the anterooms of the paternoster on the 3rd and 4th floors will be closed off from the corridor with floor-to-ceiling glass and metal doors. A new door system will also be installed in the basement.

From the ground floor to the 2nd floor, boundary hoops will be erected in front of the entrance to the paternoster. In addition, signs will be installed on all floors informing visitors that only authorised persons may use the paternoster. Instructions on how to use the paternoster will be given on the signs.

However, certain groups of people are prohibited from using the paternoster. These include people transporting loads, i.e. people with sack trucks, stacking trolleys, trolleys, transport rollers, etc., people with pushchairs, people carrying animals (e.g. dogs), wheelchair users and people with walking aids (e.g. crutches). These groups of people are also made aware of the existing passenger lift by the signs.

The project is costing around 220,000 euros and is being financed from the City of Chemnitz's own funds. Construction is scheduled to start in January 2018 and end in July 2018.

New construction of the fire service technical centre, Stelzendorf

The new Chemnitz Fire Service Technical Centre is to be built in the Stelzendorf district, in the immediate vicinity of the Chemnitz III fire station in the industrial estate on Neefestraße. A main building with a functional building for the training, administration and social areas, an attached vehicle parking hall for water rescue and fire service vehicles, which also provides storage space for emergency equipment, and a further vehicle hall for disaster control with nine parking spaces will be built. Together with the functional building, an attractive forecourt is being created that emphasises the main entrance.

Furthermore, a three-storey training tower suitable for competitions with a run-up track is being built. The training tower includes two training walls and an adjoining training cellar for wet and dry training.

Various training areas are planned in the outdoor area, such as exercises for drawing water from a firefighting pond, exercises for sawing tree trunks, and training in the use of a fire engine.exercises for sawing tree trunks, spill drills or rescue exercises from a tram or a burning car. In addition, an internal route to Fire Station III will be created. The site will be completely fenced in and will have two automatic gates for entry and exit.

The costs total 6.25 million euros, with the City of Chemnitz contributing around 1.56 million euros. Construction is scheduled to start on 1 November 2017. The complex is scheduled for completion in October 2019.

Refurbishment of Reichenhain primary school

Reichenhain primary school has been declared a listed building in accordance with the Saxon Monument Protection Act. The school's garden and inner courtyard are also part of the ensemble. The school building was largely constructed from rubble in 1949/1950. Corrosion of the ceiling steel girders, moisture damage in the brickwork with massive plaster flaking and mould growth (also in the classrooms) make renovation of the building urgently necessary. The gabled roof and flat roof facing the inner courtyard are also in need of refurbishment.

With the refurbishment, the school will gain lost space in the basement, which is to be used for storage areas, a caretaker's workshop and additional use for the school garden. A new entrance with stairs will then lead from the basement to the school garden area. The removal of the former caretaker's flat will make room for a kitchen with serving and dining area. The main entrance door will be rebuilt according to the existing design. A side entrance to the west wing of the building will be remodelled with a new external door for barrier-free access. The west wing will also receive a new lift. Furthermore, the old electrical wiring will be replaced with new wiring and the floors will be refurbished or renewed depending on their current condition.

The outdoor area at the main entrance is characterised by a staircase, a natural stone plateau and an adjacent natural stone wall. The natural stone wall will be stabilised invisibly with angle support elements and the foundation on the street side with a concrete underpinning. The fall protection will also be retrofitted. A car parking space for the disabled will be installed directly next to the barrier-free access in the west wing.

The construction costs amount to around 2.63 million euros, with the city's own contribution totalling around 1.63 million euros. The refurbishment is scheduled to begin in December 2017 and be completed in March 2019.

Refurbishment of the Walter-Ranftstrasse 72/72a daycare centre, Hutholz

The Walter-Ranft-Straße 72/72a daycare centre is a prefabricated building from 1986. After the renovation, the daycare centre will have a capacity of 43 places for children aged 0 to 3 and 141 places (including 3 integration places) for children aged 3 to school entry age.

In addition to the room programme for the daycare centre, training rooms for the Office for Youth and Family as well as workshop and social rooms for the caretaker pool are to be created.

The complete refurbishment will adapt the floor plans and room layouts to the educational concept, thermally insulate the façade, refurbish the sanitary areas and provide barrier-free access. An additional escape staircase will also be built on the east gable. The toilets and sanitary facilities as well as the kitchen will be fitted with new floor coverings. All windows will be renewed, i.e. modern plastic windows with a partition will be installed to ensure a hygienic minimum air exchange. All windows on the south side will be shaded with awnings. The doors in functional and group rooms for children will have a glass cut-out at crawling height. The entrance door will be fitted with a bell system with connection to the telephone system. All interior walls, including the ceilings and railings, will be painted and varnished. A stainless steel interior slide will be installed between the 1st and 2nd floors.

The new kitchen is planned as a cook's kitchen (for 200 portions). After the remodelling, the caterer currently still cooking externally will cook in the daycare centre.

The outdoor facilities will also be renovated. Some of the open spaces and play equipment will be renewed and some of the existing features will be retained. The entrance area is also to be redesigned and made barrier-free.

The complete refurbishment will cost a total of around 3.58 million euros. The City of Chemnitz's own contribution is around 1.07 million euros. Construction is expected to start in February 2018. Construction is scheduled to end in summer 2019.
