City council decides on building construction measures

At its meeting today, the City Council approved the following building construction measures.

Refurbishment of Heinrich Heine primary school
The primary school, which currently has three classes, is to be used for four classes in future. This will require a complete interior refurbishment and a redesign of the outdoor area. The room distribution is to be adapted in accordance with the model room programme, including the cloakroom, which will then be located on the basement and ground floor. The after-school care centre will be located on the ground floor and on the first floor through dual use with classrooms. The school management and the teachers' area will be located on the 1st floor and the classrooms will be distributed between the 1st and 3rd floors. The dining room will be extended in the basement.
The following remodelling measures are required: extending and renewing the doors on all floors to ensure accessibility, laying new underground pipes and a new floor in the basement, enlarging the ancillary rooms in the gable areas for group rooms and a recreation room for after-school teachers. For this purpose, the existing masonry walls must be demolished and new partition walls installed. New acoustic suspended ceilings and new linoleum flooring will also be installed. Painting work is required throughout the building. Some of the heating, ventilation and sanitary installations in the building will be replaced. In addition, hazard detection and alarm systems will be installed in accordance with the fire protection concept, as well as a new data network.
Outside, a paved playground with green areas, including drainage, will be created. The school garden will be reorganised and enlarged. A new play area with a climbing combination and table tennis tables will be built. Storage containers will be erected to house the school garden and play equipment. The construction work is scheduled to take two years.
It will begin in July 2019 and will cost around 2.74 million euros. 920,000 in funding has been earmarked.
During the construction work, school operations will be relocated to Einsiedel Primary School (Year 1) and Comenius Primary School.

Ludwig Richter Primary School
A connector is to be built between the primary school and the gymnasium. As the changing rooms and WC facilities are located in the school building, the children have to cross the schoolyard in sportswear to attend PE lessons. For this reason, both buildings are to be connected to each other on the ground floor without barriers. It is also planned to locate the sports equipment room in this connector. The changing rooms and sanitary facilities in the school will remain and should be able to be used by both pupils and recreational athletes. People with disabilities can use the existing disabled WC, which has already been redesigned in a previous building project, as a WC and for changing purposes.
In order to realise this measure, two toilet rooms in the school will have to be demolished. These will then be rebuilt. Differences in height will be levelled out using ramps in the school and in the connector. The building services installations must be adapted or newly installed.
As part of the construction work, the school playground will be rearranged and designed in a child-friendly way. For example, seats are to be integrated into the raised-bed edging. A plastic surface for children with hemispheres and spherical segments, a ground trampoline and graphic structures in the surface should invite them to jump, balance and play. In the shade of two deciduous trees, special outdoor lessons can be organised with seating elements, a table and a tree platform. All equipment can also be stored safely and quickly in the new equipment shed nearby. A central area with fall protection gravel will provide space for the future installation of a large play area.
There will be eight car parking spaces in the schoolyard, including one for people with limited mobility. In addition, the area for supply and disposal will be redesigned so that access to the school playground area will no longer be necessary in most cases.
The total costs amount to around 652,000 euros. Of this, 487,500 euros in funding has been earmarked. Construction is scheduled to begin in March 2019 and end in April 2020.
There are no plans to relocate the school.
