City council decides on building construction measures

At its meeting yesterday, the City Council decided to carry out the following building construction measures, subject to the approval of funding.

Municipal swimming pool / third construction phase, refurbishment of technical building equipment
Following the renovation of the ventilation systems in 2013/2014, further refurbishment of the technical building equipment is required for the listed building complex with the following services: Renewal of water and wastewater systems, creation of water drainage in the event of flooding, renewal of the domestic water connection, installation of a new heat transfer station, complete renewal of the heat exchangers for the pool reheaters in the 50/25 m hall, decentralised drinking water heating for the shower areas, use of the solar systems with integration into the heating network of the entire building. Fire protection will also be improved. This construction measure is intended to optimise the operation of the municipal swimming pool and reduce operating costs. The costs amount to around 2.5 million euros. Work is scheduled to begin at the end of April 2016. Completion is planned for September 2016.

Athletics multi-purpose hall / renovation of gravel and shed roof
The multi-purpose athletics hall was built in 1995. For several years, the roof had been regularly damaged or leaking and water was entering the interior of the hall. Although the roof was repaired many times, it was only possible to remedy the defects to a limited extent. The recurring water ingress in the sports hall led to sometimes massive restrictions in sports activities. Due to the complete utilisation of the training and competition facilities, not only for club sports but also for professional sports at the city's sports schools, a comprehensive renovation of the roof is necessary. The costs amount to around 567,000 euros. Over 60 per cent of this amount has been applied for funding. Construction is scheduled to begin in mid-May and end in September 2016.

Mittelbach primary school / fire protection, 2nd escape route, drainage
The fire protection concept from August last year is an integral part of the planning for the Mittelbach primary school building. The two-storey extension will also be demolished. However, this will only be demolished after the school and after-school care centre have finished using it as an interim solution for the construction period in the school building. A new external staircase will be built as a second escape route. Once the extension has been demolished, new doors and windows will be installed. A new sanitary room will be built in the teachers' area. Like the kitchens, this will receive new wall and floor tiles. Furthermore, the sanitary facilities and the house connection (electrical) will be renewed. The building will also be fitted with a house alarm system.

In addition, the requirement to connect the municipal properties at Hofer Str. 35 (school) and 35a (volunteer fire brigade) to the public sewerage system using a separation system will be implemented. The costs for the entire project amount to around 789,000 euros. Construction is due to start at the end of July 2016 and is scheduled to last until August 2017.

Old town hall / façade renovation
The façade of the old town hall is to be renovated. This is urgently necessary due to weathering. The measure includes renewing the sheet metal covering of the cornices and window sills on all sides, renewing the downpipes and flashings, painting the window grilles and painting the plaster surfaces of the façade.

The costs amount to around 1.3 million euros. Construction is scheduled to begin in June 2016 and end in November 2017. In the November meeting of the city council last year, the roof renovation of the New Town Hall was already approved.

Altendorf school / container facility
Altendorf primary school with after-school care and Altendorf secondary school form a dual location in the Ernst-Heilmann-Straße 11 school building. Altendorf primary school is currently relocated to the E.-G.-Flemming primary school due to construction work. As a result of the decision on the secondary school sub-network plan (B-063/2015) and the decision to retain the Altendorf primary school (B-019/2015), a further need for classrooms has arisen at the school site. As a temporary solution and short-term measure to ensure school operations, it is necessary to set up mobile classrooms. These mobile classrooms are required for at least three years, but should be limited in time until a permanent solution for the expansion of Altendorf primary school is decided and implemented.

The following rooms are required: Six classrooms, one teachers' room, one room for the head teacher, one room for the after-school teacher, one room for the after-school teacher, as well as toilet facilities, stairwells and corridors. The City Council approves a further unscheduled appropriation of 160,000 euros for the provision of mobile classrooms at the Altendorf primary school site. The total costs amount to 1,050,000 euros. Construction is due to start at the beginning of February. Completion is planned for the end of June.
