City council approves new concept for used clothing containers

At its meeting today, Chemnitz City Council approved a new concept for the allocation of container sites for used textiles on public streets.

The aim of this new concept is to establish binding framework conditions, such as traffic and urban planning requirements. Unauthorised and disorderly placement of used clothing containers is to be prevented and a comprehensive collection system for used textiles guaranteed. It also ensures that the City of Chemnitz is responsible for waste disposal as a public waste management organisation.

The new concept guarantees commercial and non-profit collectors non-discriminatory access to the market for the collection of used textiles. For users, it is ensured that the container sites are hazard-free and easily accessible and continue to fulfil noise protection requirements.

The location concept only applies to the collection of used textiles on public roads in the city of Chemnitz (not on private property).

The collection containers are intended exclusively for used textiles, including used clothing of all kinds (trousers, pullovers, T-shirts, jackets, etc.), household textiles (bed linen, towels, etc.), home textiles (curtains without hooks and rolls, tablecloths) and shoes that the owner wants to get rid of.

The installation of used clothing containers on public roads is only permitted on so-called recycling islands. Only one collection container is placed on each recycling island, which will be allocated from 2020.

The installation of used clothing containers is a special use subject to authorisation and fees in accordance with the special use statutes of the City of Chemnitz.
The City of Chemnitz determines the location of the used clothing container on the respective recycling island on a case-by-case basis, taking traffic safety requirements into account. The granting of the required special use permit is preceded by a lottery procedure. The special use permit extends to all container locations specified in the respective collection lot.

The used clothing containers may not be higher than 2.20 m and may not exceed a width of 1.20 m and a depth of 1.20 m and must be labelled with the contact details of the collector (name, address, telephone, email).
Furthermore, they should have a discreet colour scheme and a uniform appearance of all used clothing containers of the respective collector to be set up, as well as no third-party advertising on the container.
