City council approves a generous 3.6 million euros for budgets for youth welfare and daycare centre management by independent providers
Over-scheduled provision of funds in favour of the youth welfare budget (B-268/2012): The youth welfare budget is essentially made up of educational assistance. The number of children and young people being placed in residential care in particular is increasing. The additional requirement approved by the city council yesterday amounts to € 2,519,097 and is primarily covered by the budget for accommodation and heating costs, as the planned costs for accommodation and heating have not been utilised in full due to the decrease in the number of communities in need since the end of 2011.
Over-allocation of funds in favour of the budget for subsidies to independent youth welfare organisations for the management of day care centres (B-281/2012): Independent day care centres are financed in accordance with the Saxon law on the promotion of children in day care centres. A framework agreement is concluded between a local authority and each independent provider. If the provider of a day care centre is an independent youth welfare organisation, the municipality must cover the portion of the required operating costs not covered by parental contributions and the provider's own contribution. These subsidies to be paid to independent youth welfare organisations by the City of Chemnitz have increased. The pleasing reason for the increase is the rising number of children, especially those under the age of three. However, the rising number of children naturally necessitates a higher staffing ratio in accordance with legal requirements and therefore also higher staff costs. The resulting increase in municipal subsidies compared to the budget amounts to €1,103,736 and was approved with the resolution yesterday.
