City council adopts integrated action plan for Altchemnitz business location
Future ERDF funding area confirmed
The integrated action plan for the revitalisation of the Altchemnitz business location was approved at yesterday's city council meeting. This means that funding from the European Regional Development Fund (ERDF) can be applied for.
The amendment to Section 1 of the German Building Code has enshrined the strengthening of inner-city development and the reduction of land utilisation in law. As part of the discussion about the provision of new commercial areas and the simultaneously recognisable concentration of underused areas in the Altchemnitz area, the city planning office, together with CWE mbH and the specialist departments, commissioned a study on the marketability of underused areas from October 2013 to May 2014. The aim of the project was to clarify the quality of existing commercial sites as an alternative to greenfield sites. The study was carried out by CIMA Beratung + Management GmbH.
An area of around 80 hectares in Altchemnitz between Annaberger Strasse and Altchemnitzer Strasse, which is almost exclusively privately owned, was selected for investigation. In the course of these investigations, it emerged that the area needed to be included in a development area.
In the project funding area "Integrated sustainable urban development", the Saxon municipalities are requested to describe the disadvantages and development goals in the areas they have selected and to propose a strategy for achieving the goals in the form of an integrated action plan (IHK). As a result, the IHK "Revitalisation of the Altchemnitz business location" was drawn up to apply for funding from the European Regional Development Fund (ERDF) for the 2015-2020 funding period. From September 2014 to December 2014, the IHK was prepared by ICL Ingenieur Consult Dr.-Ing. A. Kolbmüller GmbH on the basis of the investigation in Altchemnitz.
The recommendations of the CIMA study were taken up by the IHK, such as the realisation that financial and personnel support and commitment from the city are required. Furthermore, environmental and economic requirements are treated on an equal footing with urban planning requirements. The primary objective in the implementation of all IHK measures is the revitalisation of Altchemnitz as a commercial and service location. A neighbourhood manager is to be appointed to stabilise the process.
The projects described in the IHK were intensively discussed and coordinated with the administration during the process. The result can be seen as a target within the funding period.
