City council adopts fire protection requirements plan 2015
Yesterday evening, the City Council of Chemnitz adopted the fire service's fire protection requirements plan. The current fire protection requirements plan represents a review and consistent update of the fire protection requirements planning of previous years. The fire service described and analysed the existing structure and organisation of non-police emergency response. The starting point is the municipal framework conditions such as population, area of the urban area, infrastructure, economy and transport. Based on this, the corresponding protection goals to be guaranteed by the fire service were defined.
The existing structures of the Chemnitz Fire Department were adapted to current requirements. For example, the reduction in fire brigade personnel decided as part of the budget consolidation concept (EKKO) was cancelled. The required functional strength of the Chemnitz Fire Department was set at 44 functions to be staffed on a daily basis with the fire protection requirements plan that has now been adopted. As a result of this adjustment, the Chemnitz Fire Department's staffing plan must be increased by 13 positions from 2016.
The city's 15 volunteer fire brigades are of particular importance for the operational readiness and performance of the Chemnitz Fire Department. The need to maintain them was justified in the 2003 fire protection requirements plan and has now been approved by the city council.
For the training of the city's fire brigade, in particular the volunteer fire brigades, the construction of a training and exercise area with an integrated central warehouse and storage facilities for the disaster control vehicles was already decided in the fire protection requirements plan in 2009. The location was chosen in the immediate vicinity of Fire Station 3 on Jagdschänkenstraße. Due to the problematic budget situation in the years after 2009, the decision has not yet been implemented.
The city council has now confirmed the construction once again. The administration was instructed to prepare a draft resolution by the end of the year and to include the estimated funds of around EUR 6.2 million in the budget from 2016, taking into account the budgetary situation.
This sets the course for an efficient and sustainable fire service in the city of Chemnitz, as well as for well-trained civil protection units.
