City council decides on comprehensive parking space management, staggered in two charging zones
At its meeting yesterday, Chemnitz City Council decided to introduce a comprehensive parking space management system based on two charging zones.
The gradual implementation of the car park concept is to take place over a period of three years, depending on urban developments and subject to the financial security of the necessary investments in the Chemnitz city budget.
Public parking spaces in the city centre will be managed uniformly and across the board with mixed parking in two charging zones. Priority is given to residents, visitors, customers, service providers and commercial traffic. Customers and visitors to the city centre should have the opportunity to find a free parking space for their errands at any time.
One particular focus is on residents' parking zones. Furthermore, larger urban open spaces where parking is still possible today (car parks at the Johanniskirche and Tietz) are to be put to structural use.
Instead of a large number of special regulations, large car park management zones will be designated. The standard solution here is mixed parking with the obligation to pay. Parking is permitted either with a valid parking ticket or with a resident parking permit. In principle, the areas managed in this way are available to all users.
Two charging zones will be set up, Zone I with approx. 800 parking spaces and Zone II with approx. 4,800 parking spaces (mixed parking).
The neighbourhoods will be larger in order to increase parking opportunities for all users. Eight management neighbourhoods will be designated.
Mixed parking ensures the highest possible utilisation of all existing public parking spaces across the board and replaces the separation of residents-only parking areas.
In Zone I, car parking is managed Monday to Friday from 8 a.m. to 8 p.m. and on Saturdays from 8 a.m. to 2 p.m. as before. In Zone II, parking is managed Monday to Friday from 8 a.m. to 6 p.m. and on Saturdays from 8 a.m. to 12 noon.
Electric and hybrid electric vehicles are exempt from the charge until 31 December 2019.
To implement the parking space concept, the Chemnitz City Council has also decided to amend the City of Chemnitz ordinance on parking fees (parking fee regulations). This ordinance defines the amount of the parking fees and the spatial demarcation of the fee zones.
For parking in car parks in Zone I, a charge of €0.50 is levied for the first 40 minutes and thereafter for every 20 minutes or part thereof. A charge of EUR 0.50 is levied for parking in Zone II for the first 60 minutes and thereafter for every 30 minutes or part thereof. The maximum daily charge in Zone II is 2.50 euros.
Zone I applies including and within the following streets or the Chemnitzfluss: Fabrikstraße, Chemnitzfluss, Georgstraße (except car park Georgstraße, Mühlenstraße), Bahnhofstraße including station forecourt, Zschopauer Straße, Annenstraße, Annaberger Straße, Bahnhofstraße, Falkeplatz, Chemnitzfluss, Fabrikstraße.
Zone II applies including and within the following streets and the railway arch Reichsstraße, Leipziger Straße, Matthesstraße, Schloßteichstraße, Müllerstraße, August-Bebel-Straße, Dresdner Straße, Lessingstraße, Hainstraße, Eisenbahnbogen, Reichsstraße.
Zone II is bordered on the inside by Zone I.
The ordinance comes into force on 1 July 2017.
